JOB BRIEF

The incumbent is responsible for providing a range of accounting related expertise and support to the CFO and the Office of Finance. The incumbent maintains high standards of professionalism, efficiency, personal communication, discretion and independent judgment in working with internal and external contacts.

In-depth knowledge of both federal and nonprofit accounting principles and an ability to work in both types of environments is essential to success. The position assists with accounting aspects of day-to-day operations, audit preparedness, and accounting liaison and oversight for overseas offices. As such, the incumbent must have superb technical and communication skills. An appreciation for and dedication to customer service is critical.

TARGET SALARY RANGE

Grade 11 -13, $68,000 - $107,000

The Institute uses the General Schedule salary tables for administering compensation. Offers of employment are determined based upon candidate qualifications, related experience, internal equity and amount budgeted for the position.

RESPONSIBILITIES

  • Supports the organization’s Finance team by providing timely and accurate financial information as recorded in the accounting system.
  • Supports the accounting aspects of day-to-day operating functions such as payroll, interagency billing, accounts payables, corrections, and other tasks as assigned
  • Performs detail accounting verification, analysis and reporting to ensure all transactions are properly recorded and accurately reflect the financial position of the organization.
  • Prepares accounting reports as requested and helps prepare financial statements and supporting materials
  • Reconcile and ensure that general ledger and associated subsidiary accounts are in balance.
  • Support month-end close
  • Identifies and resolves complex accounting transactions that created out-of-balance conditions in the financial reports. Coordinates and assists in the correction of transactions.
  • Reviews and records capital assets as well as work-in-process accounts for construction projects. Calculates associated depreciation and accurately records the balances into the accounting system.
  • Lead the accounting technical support and oversight of transactions that occur through USIP’s overseas offices

Performs other duties as assigned.

QUALIFICATIONS

  • Applicants must be U.S. citizens or nationals of countries listed in a U.S. Collective Defense Arrangement per the Department of State. To see a list of those countries, go to http://www.state.gov/s/l/treaty/collectivedefense/index.htm.
  • Bachelor’s degree in accounting or related field required.
  • A minimum of five (5) years of related experience in accounting required
  • Knowledge and understanding of federal accounting principles is required.
  • Knowledge and understanding of nonprofit accounting principles is preferred.
  • Experience using governmental financial management systems. Prior use of CGI Momentum preferred.
  • Knowledgeable of Treasury Financial Systems, including but not limited to the Government-wide Treasury Account System (GTAS), Integrated Payment and Collection System (IPAC), and the Central Accounting Reporting System (CARS).
  • Experienced in Financial Statement preparation and the ability to interpret and apply applicable laws and regulations.
  • Experienced in the development and/or implementation of internal controls and compliance with laws and regulations related to financial management.
  • Certificate as a Certified Government Financial Manager, Certified Public Accountant, or Certified Internal Auditor preferred.
  • Advanced skills using Microsoft Excel
  • High level of attention to detail
  • Ability to work independently under tight deadlines
