JOB BRIEF
The United States Institute of Peace (USIP) seeks a Central Asia Senior Expert to be based in the Asia Center at USIP Headquarters in Washington, DC. The Senior Expert serves as an expert in for the Institute under the supervision of the Afghanistan and Central Asia Director and working with the wider program team at USIP who work in the Asia region. The Senior Expert will have responsibilities to advise on key issues within and across the Central Asian states related to reducing threats of violent extremism, increasing resilience to instability and increasing integration between the Central Asian states and the broader region, including Afghanistan.
The Senior Expert will have deep knowledge of the Central Asian states, including time living in the region, as well as expertise in broader Central Asian issues. The Senior Expert will also be knowledgeable of international and domestic organizations that USIP may partner with to implement programs and develop a network of contacts for that purpose. The Senior Expert will be responsible for writing reports and analyses as well as briefing U.S. government officials and the policy-making community on developments and findings related to Central Asia. The Senior Expert will also be responsible for organizing events and commenting to the media on issues important to Central Asia peace and stability.
RESPONSIBILITIES
Research, Analysis, and Thought Leadership:
- Supports the Asia Center’s efforts to improve its portfolio of analytical projects on Central Asia, including countering violent extremism and reducing conflict risks in Central Asia and the region.
- Deepen understanding of Uzbekistan’s role in regional integration efforts.
- Researches and writes and analyzes Central Asian conflict dynamics.
- Represents the program at external events and to disseminate information about USIP’s programs and research findings.
- Convenes on- and off-the-record roundtable discussions and organizes and speaks at conferences.
Development and Planning:
- Develops and maintains a network of contacts relevant to discussions of counter-terrorism and conflict reduction in Central Asia and in Washington, DC
- Identifies and maintains critical stakeholder relationships particularly with USG officials related to the program.
- Keeps up-to-date on other work on a political settlement in Afghanistan as they relate to USIP’s Central Asia work.
- Responds to requests for briefings, testimony and interviews with U.S. government officials, members of Congress and Hill staff, the media and other audiences.
- Advises on development opportunities for projects in Central Asia that advance USIP goals of preventing, mitigating and resolving violent conflict in Central Asia and reducing drivers of extremism.
Performs other duties as assigned.
Qualifications
- Master’s degree or Ph.D. in political science, international affairs, law, or related field required; equivalent work experience may be substituted for master’s degree.
- Minimum of ten (10) years of related work experience, including experience with Central Asia development, security, or politics.
- Minimum of one (1) year living in a Central Asian country.
- Strong interest and experience with innovative programming and problem-solving skills.
- Demonstrated research, analytic, writing, and presentation skills. Able to write effectively in a variety of formats and for a variety of audiences.
- Knowledge and understanding of the current conflict dynamics in Central Asia and the region.
- Demonstrated experience coordinating with officials in government, international organizations, and national partners.
- Fluency in English required; strong language skills in Russian or a Central Asian national language highly desired.

Compensation is commensurate with qualifications and experience.
