JOB BRIEF
The Program Manager for Sudan and South Sudan works in close partnership with the Africa Director and Program Officers to enable effective planning and implementation of USIP’s Sudan and South Sudan programmatic portfolio. The program manager oversees the budgetary management and financial and acquisition processes and contributes to strategic and operational planning in coordination with HQ and field team members.
TARGET SALARY RANGE
Grade 12, $81k - $84k
The Institute uses the General Schedule salary tables for administering compensation. Offers of employment are determined based upon candidate qualifications, related experience, internal equity and amount budgeted for the position.
RESPONSIBILITIES
Program Management:
- Supervises South Sudan and/or regionally based staff and consultants.
- Manages reporting and updates for interagency funds for Sudan and South Sudan.
- Ensures that all program activities are implemented within program timelines in a manner that meets program standards and objectives.
- Coordinates with field staff to implement South Sudan-based programmatic activities and ensures that program activities are implemented within program timelines in a manner that meets program standards and objectives.
- Ensures in-country activities are operationalized effectively and securely. This includes maintaining regular touchpoints with USIP’s in-country service providers on housing, transportation, and medical needs.
- Convenes the internal South Sudan Working Group to update colleagues on political and conflict developments, coordinate activities and share information.
- Serves as the focal point and liaison with all activities and projects conducted by other USIP centers in South Sudan.
- Ensures communication and coordination between program activities and policy discussions by consulting regularly with South Sudan based partners ahead of events, conferences or working groups convened by USIP or attended by USIP experts.
Financial Management:
- Oversees the overall South Sudan program budgets to ensure that the program is operating within budget limitations to meet its intended goals and objectives.
- Manages the South Sudan portfolio’s procurement, budget and finance operations in coordination with USIP’s Finance team.
- Contribute to establishing a secure and effective mechanism for cash transfers to South Sudan partners.
- Serves as the Contracting Officers Technical Representative (COTR).
Development and Planning:
- Coordinates development and planning for USIP’s South Sudan country programming. This includes designing programs; developing and updating the country strategic plan, goals, objectives, and operational plan; and identifying resources required to implement programming.
- Coordinates learning initiatives and updates knowledge management databases for the South Sudan portfolio.
Performs other duties as assigned.
QUALIFICATIONS

Bachelor’s degree (Masters preferred) in international relations or related field.
Six (6) or more years related experience.
Demonstrated experience in acquisitions, budgeting, and contract management.
Demonstrated project design, implementation, and monitoring, evaluation & learning skills.
Knowledge of South Sudan conflict and political dynamics.
Excellent time management skills with the ability to prioritize work and meet deadlines.
Excellent writing skills, including the ability to write effectively in a variety of formats for a variety of audiences.
Experience managing programs in coordination with teams based abroad.
Experience with Pentaho or Pegasys budget tracking systems desired.

Compensation is commensurate with qualifications and experience.
