JOB BRIEF

Provides administrative support to program management and other program staff as they accomplish the mission of the Africa Program program, specifically the Sudan and South Sudan portfolio. Reports to the Program Manager for Sudan and South Sudan.

TARGET SALARY RANGE

Grade 7, $45k - $47k

The Institute uses the General Schedule salary tables for administering compensation. Offers of employment are determined based upon candidate qualifications, related experience, internal equity and amount budgeted for the position.

RESPONSIBILITIES

  • Assists in establishing and maintaining administrative policies and procedures to manage the day-to-day operations of the Africa program.
  • Responds to questions regarding general administrative procedures and standards.
  • Maintains electronic and written program-related files and documents.
  • Schedules internal meetings and activities.
  • Makes domestic and international travel arrangements for staff, contractors, and invitational travelers by obtaining and coordinating travel schedules, reserving overnight accommodations and transportation modes, and by obtaining and delivering tickets to the traveler.
  • Processes and ensures payment of travel authorizations and vouchers, contract awards, and vendor invoices.
  • Manages the day-to-day coordination of and communication with vendors and supports training material preparation as needed.
  • Contract management, contract execution; including requisitions, invoice processing, and payment monitoring. Coordinates the resolution of any problems with the USIP finance and procurement staff.
  • Coordinates with the USIP Finance team to obligate and expend funds, track budgets, resolve issues, and generate budget and financial reports to help monitor program budgets.

Performs other duties as assigned.

QUALIFICATIONS

  • Applicants must be U.S. citizens or nationals of countries listed in a U.S. Collective Defense Arrangement per the Department of State. To see a list of those countries, go to http://www.state.gov/s/l/treaty/collectivedefense/index.htm.
  • Two (2) or more years related administrative experience; familiar with general personnel practices, accounting and budgeting principles and coordination of major office activities.
    Strong skills in the Microsoft Office Suite, particularly MS Word, MS Outlook, and MS Excel, is a must.
  • Experience with Momentum/Pegasys financial management system strongly desired.
  • Experience with QuickBase strongly desired.
  • Bachelor's degree in management or business-related field preferred, or equivalent combination of education and experience.
  • Strong computer skills in database usage is preferred.
  • Strong time management skills with the ability to prioritize work and meet deadlines.

Compensation is commensurate with qualifications and experience.
