JOB BRIEF

The USIP Operations Officer, based in Erbil, assists with the operational integrity and viability of all USIP programs in Iraq, but especially programs that aim to enable the voluntary return of internally displaced communities from Nineweh Plains and Western Nineweh. The incumbent will coordinate all operations in Iraq including finance, procurement, administration, and logistics to ensure the successful implementation of USIP programs and activities. The Operations Officer reports to the Country Manager.

This is a Fixed-Time Term Personal Services Contractor position.

RESPONSIBILITIES

  • In coordination with the field team administrative and logistical staff, coordinates support and provides recommendations for all support needed to all Iraq field team staff on all movements, operational, programmatic activities, and security related matters impacting or essential to implementing program objectives and activities;
  • In coordination with the field team administrative and logistical staff, responsible for providing daily tracking, synchronization, creating and maintaining a master operations calendar, situational awareness, assistance, and support to all Iraq field team operations, activities, and events and field team staff members;
  • Develop and maintain a positive working relationship with all governmental, non-governmental, or international USIP stakeholders and partners.
  • In coordination with the Country Manager, and relevant staff, ensure that all procurement and contracting processes are in full legal, administrative, and regulatory compliance and all activities are up to date with USIP, USAID, DRL, and other partner agencies’ reporting and program auditing and host nation requirements;
  • Create and design any necessary comprehensive tables, charts, graphs, records, documentation, or documents to facilitate, synchronize, and track the existing operational daily work of the Iraq field team programs, activities, and events;
  • Under the supervision of, and in coordination with other staff members, ensures required and necessary reports, briefings, background information, narratives, and statistical reporting, etc., are properly prepared and submitted;

  • In coordination with the Baghdad field office’s administration and finance staff, is responsible for overall office management planning and implementation, including but not limited to: inventory control and accountability, storage, procurements of goods and services, office maintenance, etc.;

  • In coordination with the Country Manager, and relevant staff, develop a Standard Operating Procedure [SOP] manual for Iraq field team operations;

  • Ensure proper internal controls, policies, and procedures are observed at all times by Iraq field team;

  • In coordination with field team administrative, financial, logistical, and operational staff, Operations Officer is lead agent for the management, accountability, and proper storage of documents and records, including but not limited to those documents related to USIP and partners’ activities such as concept notes, proposals, workplans, budget documents, attendance sheets, bills of services, in addition to general office management related documents and records such as invoices, receipts, contracts, purchase orders, inventory lists, etc;

  • Periodically travel for USIP programs, activities, or events to include travel to various locations in Iraq, to the regional Hub in Tunisia, and to the Headquarters in Washington, D.C. [USA];

  • Perform other duties as needed or required by the Country Manager.

QUALIFICATIONS

  • Bachelor’s degree in business management, operations, logistics, or related field required
  • 5 years business/financial/operations management experience required
  • Knowledge of USAID financial policies, reporting requirements, and procurement regulations desired
  • USAID program operations and implementation experience desired
  • Supervisory experience a plus
  • Proficiency in Microsoft Office, Word, Excel, Outlook required
  • Knowledge of operating standard office equipment
  • Excellent communication skills – written and verbal
  • Ability to prioritize project and strong problem-solving skills
  • Good record-keeping skills and attention to details
  • Strong organizational skills

  • Prior experience of working with and extensive knowledge of USIP and USAID is required

  • Possess strong English language skills

  • Fluency in Arabic. Good Kurdish language skills a plus

  • Possess a valid host nation driver’s license

Compensation is commensurate with qualifications and experience.
