Program Overview
The USAID/Burma Essential Package of Health Services (EPHS) project will improve the quality, delivery, financing, and utilization of the EPHS among service providers at the lower levels of the health system, emphasizing results at the township level and below, resulting in improved maternal, neonatal, and child health (MNCH) outcomes. To achieve the goal, USAID’s Essential Health Services Program (EHSP) will support Myanmar to achieve three Intermediate Results (IR): Health system governance strengthened to improve the enabling environment for EPHS services; Delivery of quality services in the EPHS improved by service providers at the township level and below; and effective demand for quality EPHS services increased.
Position Purpose
Pathfinder International seeks an experienced Sr. Technical Advisor for the USAID Burma EPHS project. The Sr. Technical Advisor will provide technical input for the project and will also provide technical advice to ensure that the project is implemented according to Pathfinder and USAID program protocols and work with the key stakeholders. S/he will also provide mentorship and capacity building support for other technical and relevant program staff to ensure that other individual capacity is built. S/he will coordinate and collaborate with local implementing partners to develop capacity in the design, management, and monitoring of programs that link safe motherhood with other health and non-health activities. S/he will work towards building standards and processes for developing, implementing and managing maternal and newborn health projects to support the standardization of Pathfinder maternal and newborn health approaches.
Key Responsibilities
- Provide overall MNCH technical oversight of all activities to ensure interventions are culturally appropriate, cost-effecte, and high impact.
- Assist all partners in operationalizing the project’s RH strategy
- Manage MNCH initiatives both at the community level and nationally.
- Oversee the update of MNCH technical guidelines e using evidence-based and high impact practices
- Develop, review, and disseminate guidelines, standards of practice, protocols and other tools to improve quality in clinical and non-clinical settings.
- Work closely with ministry and provincial health department officials to identify and build cross-sectoral programming.
- Build capacity of MNCH officers assigned to the ministry of health and provincial offices
- Disseminate best practices via national and global networks.
- Participate in development, preparation, and dissemination/publication of technical papers, documents, and materials.
- Assist with development of behavior change messages around MNCH.
Basic Requirements
- Higher education (Medical, Masters, or Doctorate degree) in Public Health, Medicine, Nursing, Health Economics, Public Administration, International Development, or Business Administration or a related field.
- At least ten years of experience related to MNCH, primary health care, health systems strengthening, or project management (appropriate to position and proposed role).
- Demonstrated experience working in South-East Asia or similar developing country settings.
- Professional fluency in English is required. Ability to speak Burmese is preferred.
