Resolve Project
The Resolve: Innovative models that drive intent to use and decision autonomy for modern contraception, is a four year project that will develop and evaluate innovative solutions to address non-use of family planning (FP). The Resolve project outlines a program for adaptive and disruptive change in family planning program design made possible by uniting insights and recent learning from the fields of economics, psychology, sociology, marketing, and cognitive science, with those of implementation science and studies in process design improvement. Resolve will accumulate and make available the learning gained on the nature of women’s and couples’ decision making about FP use and what drives and supports women’s and men’s resolve to use effective methods to inform future FP programming globally. Finally, it will engender accelerated sexual and reproductive health (SRH) outcomes in three country programs (Bangladesh, Burkina Faso, and Ethiopia) through the application of innovative solutions, create a framework for their scale-up, and document learning about the process of adaptation and integration of disruptive solutions themselves to the rapidly evolving world of FP and public health. This knowledge will be shared as guidance to practitioners worldwide in creating similar spaces for innovation and adaptation.
Position Purpose
The Operations Director is responsible for all Resolve Project operations, supervising three Program Managers (stationed in Bangladesh, Burkina Faso, and Ethiopia). The Operations Director plays a key role in providing and facilitating oversight and support to country activities coordinating with all departments and units at Pathfinder headquarters. Working closely with the Project Director and Technical Director, the Operations Director also serves as principal liaison between Pathfinder headquarters and the three country offices and the programs serving as implementation platforms for the Resolve Project. S/he is responsible for the development of annual workplans; monitoring project progress vis a vis workplan; managing the project budget and reviewing monthly expenses; and preparing both program and financial reports.
Key Responsibilities
- Supervises three Program Managers working in Bangladesh, Burkina Faso, and Ethiopia and the Project Program Assistant.
- Develops and implements Resolve project processes and procedures. This includes establishing process for annual work plan and budget development, report preparation, regular technical reviews, and internal communications.
- Facilitates collaboration between Pathfinder country offices and headquarters units and departments to ensure high quality Resolve programs are managed efficiently and cost-effectively.
- Monitors work plans and expenditures to ensure project targets are met on time and within budget.
- Coordinates internal schedule for development and review of programmatic and financial donor reports and is responsible for reviewing final draft before submission.
- Collaborates with Pathfinder HQ and country office budget analysts and country programs to monitor expenses for projects and country offices and to develop and revise budgets as needed to ensure resources are being used appropriately.
- Coordinate preparation of Resolve communications both internal and for external audiences in collaboration with various units including Communications, Institutional Giving Unit, and Technical Services.
- Manages Resolve subgrant processing, working closely with country offices and HQ units.
- Performs other duties as needed.
Basic Requirements
- Master’s degree in Public Health or International Development or related field.
- Minimum of five years’ experience in the design, implementation, and/or management of International FP/RH programs,
- Ability to analyze budgets and financial reports.
- Experience analyzing and using program monitoring, evaluation, and research data.
- Well-organized with a strong ability to prioritize and manage multiple competing demands and deadlines in a complex, fast-paced work environment.
- Excellent writing skills; impeccable attention to detail, accuracy, quality in deliverables.
- Excellent interpersonal communication skills and ability to collaborate with culturally diverse staff.
- Fluent in written and spoken English and minimum high-level professional proficiency French required.
- Proficient in Microsoft Office products (Excel and Word) required.
- Ability and willingness to travel internationally to Resolve project countries up to 25%.
Preferred Qualifications
- Experience living and working in a developing country in global heath program implementation, preferably in family planning
- Experience working with a multinational organization
- Experience contributing to the development of proposals for RH programs.
