Unit Overview
The goal of the Program Operations Unit (POU) is to contribute to the fulfillment of Pathfinder’s mission by ensuring that country programs are implemented effectively and efficiently; that they achieve the intended impact and level of sustainability; and country programs increase their resource base and expand Pathfinder’s work globally. POU is responsible for providing and maintaining operational support, program integration and exchange to Pathfinder’s country programs. The unit is responsible for providing targeted capacity building and service integrating and coordinating HQ support to country programs that strengthen program performance through improved accountability, transparency, and analysis.
Position Purpose
The Senior Program Officer, as a senior member of the Program Operations Unit (POU), is a principal liaison between Pathfinder headquarters and selected current and potential Pathfinder country offices and/or projects. Reporting to the Director of POU, the Senior Program Officer plays a key role in providing and/or facilitating oversight and support to country projects/activities by collaborating with all units and departments at Pathfinder headquarters. The Program Officer also contributes to new business development opportunities for countries and provides day to day operational support for ongoing work, and takes on special projects as needed.
Key Responsibilities
· Facilitates collaboration and communication between Pathfinder country offices and headquarters units and departments to ensure high quality programs that are managed efficiently and cost-effectively.
· Monitors work plans and expenditures to ensure project targets are met on time and within budget.
· Supports country office in the pursuit of new business opportunities and actively participates in the development of concept notes, proposals, work plans and budgets for new funding, collaborating with the field, HQ Field Finance Unit, HR, and Technical Services Unit (TSU).
· Ensures administrative and technical support for country offices, by monitoring work plan implementation, achievement of targets in quarterly key indicators, and organizing regular technical reviews for priority projects.
· Coordinates internal schedule for development and review of programmatic and financial donor deliverables and is responsible for reviewing final draft before submission.
· Collaborates with Pathfinder HQ budget analysts and country programs to monitor expense rates for projects and country offices and to develop and revise budgets as needed to ensure resources are being used appropriately.
· Assists country office in navigating HQ driven processes for operations such as project and office openings and closings and sub grants and international contracts management.
· Supervises staff as necessary. Supervisory responsibilities may include: managing workload, approving weekly timesheets, conducting annual performance reviews, enabling achievement of professional development goals.
· Performs other duties and takes on special projects as needed. Examples of such projects might include: systematizing training plans; monitoring for USG compliance for family planning; and coordinating communication, orientation, and roll out of new systems and processes.
Basic Requirements
· Bachelor’s degree in Public Health or International Development or related field.
· Minimum of five years’ experience in the design, implementation, and/or management of International Health programs, particularly HIV/AIDS, reproductive health or maternal/child health (three years’ experience will be acceptable if candidate has a Master’s degree in Public Health related field).
· Ability to analyze budgets and financial reports.
· Experience analyzing and using program monitoring, evaluation, and research data.
· Well-organized with a strong ability to prioritize and manage multiple competing demands and deadlines in a complex, fast-paced work environment.
· Familiarity with and training in US government regulations and requirements for managing cooperative agreements and contracts and experience managing USG grants and contracts.
· Awareness of challenges in establishing and running field offices in developing countries.
· Excellent writing skills; impeccable attention to detail, accuracy, quality in deliverables.
· Excellent interpersonal communication skills and ability to collaborate with culturally diverse staff.
· Fluent in written and spoken English and minimum high-level professional proficiency in written and spoken French required.
· Proficient in Microsoft Office products (Excel and Word) required.
· Ability and willingness to travel internationally to developing countries up to 25%.
Preferred Qualifications
· Master’s degree in Public Health, Public Administration or related field.
· Experience living and working in a developing country in global heath program implementation, preferably in HIV/AIDS, family planning and/or maternal/child health.
· Experience working with a multinational organization or USG preferred.
· Experience contributing to the development of proposals for USG or foundations for RH programs.
