JOB BRIEF

The Compensation and Benefits Analyst is responsible for major aspects of employee benefits administration and salary administration. Key responsibilities will include oversight of the retirement, health and welfare plans, commuter benefit enrollments, verification of benefit levels and contributions, and approval of monthly invoices. Additional responsibilities include conducting new employee orientation and offboarding activities, salary administration, submission of bi-weekly payroll transactions, and ensuring legal compliance in accordance with benefit plan requirements. As with all members of the Office of Human Resources, this position provides back-up and support to other team members and participates in a variety of Human Resources related projects and employee relations activities.

Grade 12 - $94,000 - $97,000

The Institute uses the General Schedule salary tables for administering compensation. Offers are determined based upon candidate qualifications, related experience, internal equity, and the amount budgeted for the position.

RESPONSIBILITIES

Employee Benefits Administration:
* Oversees retirement plan enrollments and contributions; verifies contribution amounts.
* Oversees administration of health and welfare benefits.
* Ensures compliance with legal requirements, such as the Affordable Care Act (ACA), Family and Medical Leave Act (FMLA), and other relevant regulations.
* Participates in renewal negotiations and administers open enrollment activities for health and welfare benefits. Acts as a liaison between benefit vendors, brokers, and employees for escalated benefit concerns and issues.
* Oversees commuter benefit enrollments; verifies vendor invoices and prepares for payment; prepares walking benefit and bicycle benefit reimbursements.
* Supports the administration of employee leave programs including leaves of absence, short and long-term disability, workers’ compensation, and requests for reasonable accommodations; ensures compliance with FMLA, ADA and other applicable laws and regulations.
* Administers open enrollment activities for flexible spending accounts and prepares renewal of emergency travel assistance and international medical support policies.

Payroll Processing/Salary Administration:
* Submits and verifies bi-weekly transactions to the payroll office.
* Facilitates employment verifications and security investigations.
* Provides counseling regarding policy and timing of within grade increases and promotions.

On-boarding and Off-boarding Processing/Legal:
* Provides an overview of all employee benefits during new employee orientation.
* Prepares exit clearance forms, personnel action forms and department notifications.
* Conducts exit discussions describing disposition of benefits following departure.
* Oversees preparation of Form 5500 for health and welfare benefit plans and distributes Summary Annual Reports.
* Publicizes 403(b) Supplemental Retirement Plan maximum contributions.
* Distributes Creditable Coverage announcements and updates government website.
* Prepares and submits input data for Affordable Care Act compliance activities.
* Counsels’ employees regarding a variety of personnel issues primarily, but not exclusively related to benefits, compensation and payroll issues.
* Manages the distribution of plan related documentation such as summary plan descriptions, annual reports, and required notices; ensures all required benefit reporting is completed timely.
* Serves as project lead for technology and process improvements related to benefit administration.

Performs other duties as assigned.

QUALIFICATIONS
* Bachelor’s Degree in a related field, or an equivalent combination of education and experience.
* Minimum of six years of human resources experience, including benefits administration, compensation and regulatory compliance.
* Master’s Degree, CEBS or PHR Certification preferred­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­.
* Specialized experience in applying the concepts, regulations, laws and policies in the administration of employee benefits or employee retirement programs.
* Project management skills and experience.
* Effective oral and written communication.
* Ability to maintain professionalism, sound judgement, and confidentiality is essential.
