JOB BRIEF
The Program Specialist (PS) for the Border Security Training Program (BSTP) provides program coordination, research and writing, and administrative and logistical support for BSTP projects. The PS develops and updates program material, maintains program databases, supports M&E efforts, budget and contract management activities.

The position is based in Washington, DC and reports to the BSTP program lead on the Curriculum and Training Design team (CTD). The CTD team creates and implements rigorous and sustainable transformative learning processes that strengthen the capacity of individual and institutional partners to build peaceful, just, and inclusive societies. CTD is part of the Gandhi-King Academy.

This position will be on a full-time term basis and is expected to expire on August 30, 2024.

TARGET SALARY RANGE
Grade 10 - $71,531 - $73,916

The Institute uses the General Schedule salary tables for administering compensation. Offers are determined based upon candidate qualifications, related experience, internal equity, and the amount budgeted for the position.

RESPONSIBILITIES
Program Planning Support:

  • Provides project management support to the BSTP program lead and project managers.
  • Coordinates the implementation of the day-to-day administrative and operations of the BSTP projects.
  • Manages bi-weekly, monthly, and quarterly report submissions.
  • Supports the design and implementation of program assessments/research, curriculum, and training design efforts.
  • Conducts research and writing for the BSTP program assessments.
  • Coordinates BSTP program M&E efforts.
  • Develops, edits, and updates BSTP program documents for internal USIP staff members and external partners (e.g., web content, project pages, special reports, fact sheets, after action reports, quarterly reports, etc.).
  • Responds to questions regarding general programmatic procedures and standards.
  • Facilitates the delegation of work assignments to Program Assistant and the Senior Administrative Assistant.
  • Manages the programs’ project management software and ensures timely pre, during and post project tracking and reporting.
  • Supports the development of concept notes and/or proposals for potential inter-agency agreements to support the project.
  • Coordinates with key external stakeholders regarding the day-to-day planning and coordination of the program in order to support program goals and objectives.
  • Completes special tasks as needed.

Budget and Contract Management:

  • Analyzes the program budget (e.g., monitors expenditures, schedules payments, and reviews budget reports) in order to develop recommendations for the program manager on budget-related matters.
  • Tracks and updates the spending to provide up-to-date information to support proper accountability within USIP and with partners and funders.
  • Manages and tracks vendor contracts (e.g., writing a wide variety of contracts with external organizations to support special events or program activities).
  • Provides technical advice to program staff on contract related requirements.
  • Serves as COTR as needed and appropriate.

Administrative:

  • Coordinates program meetings, agendas, and scheduling of program activities; Supports all aspects of event management, including generating new ideas for events, contacting speakers, liaises with the country embassies, drafts event text, agenda, panelist bios, and develops promotional material for events as needed for internal and external audiences as well as logistics.
  • Updates program policies and procedures for compliance.
  • Develops, updates, and edits various program documents and website material.
  • Serves on USIP Events Duty Roster.

Performs other duties as assigned.
QUALIFICATIONS

  • Bachelor’s degree (Masters preferred) in international relations or related field.
  • Four (4) or more years related experience.
  • 2 or more years of conflict-related programmatic experience required.
  • Experience working in the African context a plus.
  • Excellent research, writing, and analytical skills.
  • Strong networking skills and capabilities.
  • Must have proven ability to work as a team player.
  • Must have excellent interpersonal skills.
  • Strong organizational style and ability to work both independently and collaboratively.
  • Knowledge of project coordination, communication, and management.
  • Program and financial management proficiency.
  • Knowledge of the peacebuilding field.
  • Knowledge of security sector capacity strengthening
  • Strong skills in the Microsoft Office Suite, particularly MS Word, MS Outlook, and MS Excel is required. Strong computer skills in database usage is preferred.
  • Strong time management skills with the ability to prioritize work and meet deadlines.
  • Experience organizing conferences and meetings, making domestic and international travel arrangements preferred.
