SUMMARY
Provides leadership, innovation and strategic direction for the Institute's activities related to building inclusive societies across global contexts, working across USIP with the Institute's programs and experts. Spearheads the creation of tools, best practices and approaches related to the social, political, and economic drivers of exclusion, their manifestation in institutions and social norms, and their intersection with violent conflict. Assists in developing evidence-based project design to address and transform drivers of exclusion that fuel violent conflict and to build more inclusive state structures, policies, and social relations, with particular attention to historically marginalized or disadvantaged groups. Ensures USIP programming fosters the creation and strengthening of pluralist, resilient societies by reflecting inclusive processes of peacebuilding, and engaging key state and civil society actors and institutions. Oversees and helps shape programs related to youth, women and religious actor engagement as well as gender issues.
The Director is responsible for supporting a culture of collaboration, trust, and shared responsibility with staff. The Director should empower, align, and build capacity of staff to ensure a performance driven and results oriented team. The Director should prioritize communication and inclusion to sustain a diverse and energized workforce.
MAJOR DUTIES AND RESPONSIBILITIES
Department/Program Strategy and Management:·
- Provide direction, leadership, and oversight to the Inclusive Societies team and to experts focused on engagement in peacebuilding by women, youth and religious actors.
- Provide advice and guidance to executives and management officials on long range planning, development of strategies, coordination and use of resources, and tactics associated with implementation of new or revised programs and services, especially as it relates to thematic expertise on inclusive societies.
- Direct activities to meet the mission, goals, objectives, and staffing/resource needs for the department/program; evaluate and modify the strategy and implementation as needed.
- Manage the scope, time, cost, and quality of each program and project undertaken.
- Develop, implement, and maintain policies and guidance for the program.
Representation and Communication*s:*
- Provide thought leadership on inclusive societies and the role of youth, women and religious actors to policy makers, government practitioners, non-government organizations, and regional and international organizations in the U.S. and abroad.
- Build and sustain networks of professionals in the public, private, and non-profit sectors who seek to develop, strengthen, and evaluate peacebuilding initiatives to build inclusive societies.
- Meet with foreign delegations to provide information on USIP and the work of the Center, expand institutional contacts and information-sharing, and explore potential collaboration.
- Organize and chair conferences, meetings, workshops, and study groups, including the following tasks: design agenda, research and select participants from the policy and academic communities (usually including appropriate legal, geographic, and policy experts), draft invitations, assign presentations to individual participants (including at times negotiating and commissioning paid presentations), prepare background materials for participants, supervise logistical components to be undertaken by student research assistant, moderate meetings, and draft reports based on meetings as appropriate.
- Participate as appropriate in the planning and development of meetings organized by other Institute departments, recommending issues and participants for such programs in order to provide input on thematic expertise.
- Review, on request, publications and project plans drafted by other Institute programs that touch on thematic area of expertise.
- Write for USIP and external publication (e.g., reports, op-eds, blogs, journal articles).
- Commission and supervise research and writing for hire, adapting and editing resulting work products for use in USIP programs or publications, or participating personally in such programs.
Funding and Grant/Budget Management*:*
- Identify funding and other partnership opportunities; meet with potential funding partners, and draft project concept notes and proposals.
- Work closely with the VP, AVP and other USIP colleagues to ensure USIP and funding partner policies and procedures are adhered to, and that progress and financial reports are submitted in a timely manner.
- Prepare and implement all budgets for the department/program, including all phases from design of future programs to drafting of budget narrative, design of budget submission formats, calculation of budget, presentation to Executive Office, and revision during the course of the fiscal year based on actual costs and Institute-wide modifications.
- Ensure budget discipline and timely implementation of projects and activities.
Staff Management and Development:
- Oversee and provide guidance to internal staff and external consultants.· Provide technical and administrative supervision to the department/program staff; establish long-range work plans and ensure that appropriate goals and objectives are implemented; determine overall resource needs, including staffing and budgetary requirements.
- Provide advice, counsel, and instruction to employees and evaluate employee performance; listen and resolve complaints; as necessary, takes disciplinary measures.

QUALIFICATIONS

Master's degree (Ph.D. preferred) in social sciences, humanities, or international relations/conflict management required.
Minimum of 10 years of related experience required, preferably focused on issues related to gender, and/or women's, youth, or religious actor engagement.
Previous experience in working internationally and managing teams, projects and programs required.
Must have strong project management skills and experience managing complex projects.
Must have strong leadership and management skills; must have demonstrated experience in leading and managing employees at various levels of responsibility.
Must have strong collaboration skills; must have the ability to coordinate the input and priorities of multiple players.
Must have the ability to think strategically, and to effectively develop, communicate, and execute plans.· Must have strong problem-solving skills; must enjoy taking ownership of and solving problems.
Must have the ability to design and manage budgets.
Ability to lead and motivate others, and to work as a team player;
Must have excellent interpersonal and communication skills.
Excellent oral and written communication skills.
Must be able to travel in both the United States and abroad.
