JOB BRIEF

The Senior Program Officer (SPO) will lead planning; management; project development, implementation, and reporting; and public outreach for the Researching Solutions to Violent Extremism (RESOLVE) Network, which has a Secretariat housed at USIP. The SPO will oversee the RESOLVE Network secretariat, direct the execution of a portfolio of US government-funded projects, pursue and secure additional funding partnerships for new projects, and manage the RESOLVE Network’s budget and resources. This position will provide substantive and managerial leadership and oversee a network that is charged with facilitating better research, informed practice, and improved policy on violent extremism around the globe. This position is based in Washington, DC, and reports to the Director of the Program on Violence and Extremism.

TARGET SALARY RANGE

Grade 14 - $126,000 - $130,000

The Institute uses the General Schedule salary tables for administering compensation. Offers are determined based upon candidate qualifications, related experience, internal equity, and the amount budgeted for the position.

RESPONSIBILITIES

Program Management and Team Leadership: * Serve as the Managing Lead of the RESOLVE Network and lead the execution of a portfolio of projects; development and planning; financial and resource management; and project development, implementation, reporting for the RESOLVE Network. * Oversee the RESOLVE Network Secretariat (e.g., developing and administering financial budgets; procuring new funding streams and projects; designing projects; developing strategic plans, goals, objectives, and operating plans; designating appropriate resources required to support project goals and objectives; managing RESOLVE staff and contractors; directing execution of research projects; etc.). * Provide strategic leadership to the RESOLVE Network and Secretariat, including setting priorities and overseeing (multi)annual planning in coordination with the Director of the Program on Violence and Extremism. * Manage the RESOLVE Secretariat’s full-time staff as well as part time and contract staff to ensure effective teamwork and division of responsibility to meet the goals, objectives, and timelines of projects. * Manage RESOLVE’s overarching budget to ensure that the program is operating within its budget limitations to meet goals and objectives. * Direct the implementation of a portfolio of US government-funded projects (e.g., the implementation of projects, meeting project goals and objectives, liaising with funders and USIP leadership, and presenting on the status of project goals and objectives, etc.).

Strategic Partnerships and Development: * Build and manage external partnerships. Coordinate and expand RESOLVE’s network of experts and organizations and build partnerships and cultivate contacts with subject matter experts and external organizations. * Build and maintain funding relationships across US government offices and lead the development of new projects that are aligned with USIP’s mission and RESOLVE’s objectives. * In coordination with the SPO for the Program on Violence and Extremism, seek out and cultivate new US government funding for RESOLVE initiatives. * Lead the drafting and designing of projects and funding proposals. * Develop systems, procedures, documents, and structures necessary to establish a partnership with the RRC. Coordinate with RESOLVE’s senior research advisor, Director of the Program on Violence and Extremism, USIP stakeholders, and the RRC to delineate a division of roles and responsibilities between the RESOLVE secretariat and the RRC. * In coordination with the Director, lead coordination and management of partnerships within and across USIP.

Subject Matter Expertise and Public Outreach: * Attend and participate in conferences, events, and other programs representing the RESOLVE Network and USIP, and as appropriate, represent RESOLVE Network to the media. * Brief governmental and other organizations on RESOLVE. * Contribute to USIP’s thought leadership by producing written and audio/visual content for USIP, RESOLVE, and external audiences.

Performs other duties as assigned.

QUALIFICATIONS

* Master’s Degree in international relations, conflict studies, or related field is required. * Eight (8) or more years of experience in sP/CVE, organizational or non-profit management, social science research, or a related field required. * Proven track record of performance in management and leadership roles within an organization, effectively supervising staff, projects, and business development efforts. * Strong project management and oversight skills and experience managing complex projects required. * Strong collaboration skills; ability to coordinate the input and priorities of multiple players required. * Ability to think strategically, and to effectively develop, communicate, and execute plans required. * Strong problem-solving skills required; must enjoy taking ownership of and solving problems. * Proven ability to lead and motivate others, and to work as a team player required. * Ability to design and manage budgets required, including forecasting, monitoring, risk management, and compliance with organizational policies and procedures. * Excellent interpersonal skills required. * Government knowledge and/or experience preferred. * Understanding of field security (i.e. experience in building routines, providing ongoing analysis, reviewing compliance, fostering competence and organizational readiness) and experience working in volatile and conflict affected environments preferred. * Familiarity with international security, countering violent extremism, counter terrorism, and conflict analysis, as well as with international frameworks and organizations involved in supporting global responses to violent extremism preferred. * Familiarity with US government funding mechanisms preferred. * Experience as a researcher and writer preferred. * Understanding of human subjects research ethics preferred. * Experience managing complex projects in multiple locations, including non-U.S. locations preferred. * Ability to travel in the United States and abroad required.
