JOB BRIEF
The Deputy Director for Congressional Relations (CR) works closely with the Director of Congressional Relations on all aspects of CR’s work. The Deputy Director is lead manager for USIP public events with Members of Congress, including the Bipartisan Congressional Dialogue series, and helps build relations with Members of Congress and congressional staff to advance USIP priorities. The Deputy Director plays a key role in strategic planning for congressional outreach and advises USIP experts on how Congress operates. This position is based in Washington, DC and reports to the Director of Congressional Relations.

TARGET SALARY RANGE
Grade 14 - $122,000 - $126,000

The Institute uses the General Schedule salary tables for administering compensation. Contractor offers are determined based upon candidate qualifications, related experience, internal equity, and the amount budgeted for the position.

RESPONSIBILITIES
• Serves as a point of contact for Members of Congress and congressional staff.
• Takes a lead role in the development and execution of strategic communications with Congress.
• Analyzes and recommends USIP action in its ongoing relationship with the Congress based on knowledge of current congressional issues, legislation, and legislative processes.
• Develops and maintains working relationships with Members of Congress and congressional staff who work for members of Congress and on congressional committees.
• Represents the Institute at congressional meetings, including those with Members of Congress, congressional committee staff, and congressional staff in Members of Congress offices.
• Serves as a point of contact for arranging for Institute witnesses before congressional committees and caucuses and for arranging meetings between Members of Congress or congressional staff and Institute staff.
• Develops and executes briefings, workshops, and roundtables with USIP experts on issues pertinent to Members of Congress’ concerns and USIP activities.
• Develops and manages public events at USIP with Members of Congress, including the Bipartisan Congressional Dialogue public events series.
• Drafts talking points and compiles background on the interests of Members of Congress and congressional staff in advance of congressional meetings.
• Uses knowledge, skills, and networks to advise USIP staff on developing or enhancing congressional outreach.
• Prepares Institute responses to congressional inquiries and requests for information.

Performs other duties as assigned.

QUALIFICATIONS
• Bachelors’ degree with 10+ years of experience in a related field is required.
• Minimum of 10+ years of progressive experience in Congress, congressional outreach, or congressional relations is required.
• Detailed knowledge of the U.S. Congress, legislative processes, and legislative procedures. Expertise in U.S. foreign assistance funding is preferred.
• Knowledge of international relations, conflict analysis and resolution, and related fields is helpful.
• Must have mastery of communication principles, methods, practices, and techniques; analytical methods; and interpersonal relations practices.
• Must have the ability to analyze legislation to identify areas of potential impact on USIP and potential congressional interest in USIP programs and activities.
• Must have strong critical thinking skills.
• Must demonstrate excellent writing skills that are required for this position.
• Must have excellent oral communication skills, including the ability to clearly and succinctly convey complex information and maintain close working relationships with congressional staff and USIP personnel.
