JOB BRIEF
The Program Specialist (PS) will offer key inputs to develop and implement USIP’s Program on Nonviolent Action portfolio. The Program Specialist will be involved in overseeing work based on USIP’s Synergizing Nonviolent Action and Peacebuilding (SNAP) curriculum, including contracts and initiatives in Latin America and East Africa, as well as helping with scoping for future programming. The PS will be the focal point for NVA field staff based in Latin America, East Africa, and for corresponding USIP regional centers and thematic teams. The Program Specialist position is based in Washington, DC, and will report to the SNAP Global Program Officer. The PS will also provide administrative and operational support to the relevant regional and country-specific SNAP coordinators and the Director of the Program on Nonviolent Action.

TARGET SALARY RANGE
Grade 10 - $66,000 - $68,000
The Institute uses the General Schedule salary tables for administering compensation. Contractor offers are determined based upon candidate qualifications, related experience, internal equity, and amount budgeted for the position.

RESPONSIBILITIES
Program Support:
• Ensures project implementation, following USIP and NVA guidelines and principles, and under the guidance of the Director of the Program on Nonviolent Action and SNAP Global Program Officer.
• Supports Latin America and East Africa regional and country-specific coordinators in the implementation of SNAP workshops and ongoing grassroots support activities.
• Provides operational, logistical, and planning support to organizing virtual and/or in-person convenings, and carries out activities to implement co-design approaches with partners.
• Manages relationships with local intermediary organizations and partners that help implement SNAP projects in-country.
• Oversees implementation of the SNAP Latin America regional and country-specific strategies and work plans in close coordination with the Latin America country coordinators, the Senior Regional Specialist, and the SNAP Global Program Officer.
• Works with the SNAP Global Program Officer to liaise and coordinate with USIP thematic and regional teams in support of the NVA team’s field work in Latin America and East Africa.
• Serves as liaison and facilitates coordination between the Nonviolent Action team and the Latin America Program on SNAP programming in the region.
• Assists with scoping work for SNAP fieldwork in new countries in Latin America and East Africa under the guidance of the SNAP Global Program Officer.
• Supports the SNAP Global Program Officer in developing SNAP global strategic and annual plans.
• Participates in SNAP global coordination team activities to share lessons learned and best practices with other country projects.
• Assists the development of concept notes and budgets for new SNAP work in Latin America and East Africa as appropriate.
• Assists in reporting and tracking activities in countries of SNAP project implementation.
• Assists in facilitating connections between internal and external organizations and partners conducting related work in countries of SNAP project implementation.

Budget and Contract Management:
• Provides program staff contract management support, including processing requisitions, receipts, and invoices for SNAP work in Latin America and East Africa.
• Serves as COTR for SNAP work in Latin America and East Africa when needed.
• Works to ensure that implementing partners and in-country coordinators understand contract-related requirements and in coordination with USIPs Procurement Office and the NVA Senior Program Assistant.
• Serves as the main point of contact for external contractors or vendors on any contractual or logistical-related items for SNAP work in Latin America and East Africa
• Generates routine budget and financial reports to help monitor program budget.
• Helps reconcile the budget of the program by inputting transactions correctly, obligating funds, processing travel vouchers and reimbursements, and tracking the budget using financial software.

Event Planning:
• Coordinates regional SNAP workshops and convenings that bring together USIP-supported SNAP facilitators and partners.
• Supports the development of private roundtables or public events, liaises and coordinates with USIP relevant teams for this programming (Public Affairs, AV, Meetings, and Events).
Performs other duties as assigned.

QUALIFICATIONS
• Bachelor’s degree in international relations or related field required. Master’s degree preferred in areas related to political science, conflict resolution, and peacebuilding.
• Minimum of four (4) years of relevant experience and familiarity with general personnel practices, essential administrative and financial procedures, and coordination of major office activities required.
• Experience organizing conferences, meetings and events preferred.
• Competence in program administration and financial management.
• Excellent writing skills in English and Spanish. Spanish fluency strongly preferred.
• Demonstrated interest in Latin America and/or East Africa, particularly in countries/regions of priority: Colombia, Venezuela, Bolivia, Central America, Sudan, South Sudan, and Ethiopia.
• Highly developed interpersonal skills, ability to build alliances and relationships and represent the program internally and externally as part of a team of representatives.
• Strong skills in the Microsoft Office Suite, particularly MS Word, MS Outlook, and MS Excel is preferred.
• Strong time management skills with the ability to prioritize work and meet deadlines.
• Excellent organizational and professional writing skills.
• Familiarity with managing budgets.
• Strong work ethic and team oriented
• Travels internationally as required.
