JOB BRIEF

Responsible for supporting the Institute’s ongoing strategic partnerships with the Executive Branch and its agencies in furtherance of its mission and raising the profile and relevance of USIP on key foreign policy challenges. Leads independent efforts around partnerships and external engagement, cultivating new opportunities for USIP programs, including funded partnerships. Works across the Institute’s programs to help ensure strategic alignment of IAAs, and foster collaboration among USIP’s diverse program and operations units. Closely tracks federal appropriations and budget developments and other funding streams as they relate to USIP’s work and provides policy analysis to programs and leadership. In collaboration with program staff, designs and conducts stakeholder convenings on complex conflict challenges, often with high visibility. The position reports to the Director of U.S. Government Policy, Partnerships and Strategy.

TARGET SALARY RANGE

Grade 12 - $87,000 - $90,000

The Institute uses the General Schedule salary tables for administering compensation. Offers of employment are determined based upon candidate qualifications, related experience, internal equity and amount budgeted for the position.

RESPONSIBILITIES

Partnerships and External Engagement

  • Works with the Director of USG-PPS to develop and implement a strategy for USIP engagement with the Executive Branch and its agencies to enable briefings to senior officials, advance funded partnerships, and further Institute strategic priorities
  • Serves as main point of contact and liaison for a specific portfolio of programs to USG partners as determined with the Director of USG-PPS
    • Develops and supports opportunities for USIP programs to meet with and brief senior officials within the Executive Branch and across its agencies
    • Identifies substantive programmatic or policy synergies between USG priorities and USIP programs to support partnership development and realize new opportunities for funded partnership
    • Maintains and builds network of USG partners and guides program outreach to secure opportunities for USIP programs and advance Institute strategic priorities
  • Closely tracks federal appropriations and budget developments and other federal funding streams as they relate to USIP’s work, and provides analysis to programs and leadership
  • Delivers briefings to USG officials on USIP activities to facilitate partnership development and represents USIP at external events where appropriate
  • Supports cross-Institute collaboration, especially on funded partnerships while also providing counsel on challenges that arise
  • Co-manages the work of the Senior Military Advisory Group (SMAG)

Policy and Analysis

  • Serves as an expert analyst on the federal budget, specifically the Foreign Operations Account and foreign assistance funding implications.
  • Provides USIP leadership with analysis and reporting pertaining to ongoing partnerships with USG entities to support strategic decision-making as well as talking points and briefing data as appropriate
  • Monitors and analyzes policy developments from the Executive Branch and agencies that are of relevance to USIP
  • Advises and briefs programs on policy developments emanating from the Executive Branch and agencies related to their work as well as that of the Institute writ large
  • Organizes and manages working groups, roundtables, and strategic events relevant to USIP’s programs and its USG partners by leveraging USIP’s convening power and understanding of key policy issues where the Institute can have an impact
  • Monitors and analyzes policy developments from the Executive Branch and agencies that are of relevance to USIP
  • Leads working groups, roundtables, and strategic events relevant to USIP’s programs and its USG partners by leveraging USIP’s convening power and understanding of key policy issues where the Institute can have an impact

Internal Program Development

  • Provide strategic internal direction and support to programs on IAA negotiation and development, including programmatic and procurement-related matters
  • Oversee and mentor any Research Assistants assigned to PPS.

Performs other duties as assigned.

QUALIFICATIONS

  • Master’s degree is required.
  • Four (4) or more years of related experience is required.
  • Understanding of and experience with building foreign affairs, national security and intergovernmental communities.
  • Experience with the federal legislative process, foreign assistance, and budget management.
  • Knowledge of and experience with interagency collaboration and coordination processes.
  • Ability to represent the Institute publicly in a variety of settings levels of authority.
  • Excellent oral and written communication skills.
  • Strong organizational style and detail-oriented with ability to work both independently and collaboratively.
