JOB BRIEF

The Program Officer takes the lead role in the assessment, development and planning, financial management, and internal and public outreach for the Border Security Training Program’s (BSTP) Gender-Informed Community Engagement Training project in Kenya. The qualified candidate will have experience researching, designing, and managing programs in the field of gender and peacebuilding; a proven track record of researching, designing and applying gender analysis tools and frameworks in trainings for security actors; knowledge of UN Security Council Resolution (UNSCR)1325 and Kenya’s National Action Plan on UNSCR 1325; and experience designing and facilitating culturally and gender-informed trainings for security actors.

The position is based in Washington, DC and reports to the Director of the Curriculum and Training Design team (CTD). The CTD team creates and implements rigorous and sustainable transformative learning processes that strengthen the capacity of individual and institutional partners to build peaceful, just, and inclusive societies. CTD is part of the Applied Conflict Transformation center, which serves as the hub of the Institute’s common resources for governments, organizations, and individuals seeking to prevent, mitigate, and resolve violent conflict worldwide.

TARGET SALARY RANGE

Grade 12 - $86,335 - $89,213

The Institute uses the General Schedule salary tables for administering compensation. Offers of employment are determined based upon candidate qualifications, related experience, internal equity and amount budgeted for the position.

RESPONSIBILITES

Program Management:

* Takes the lead role in the assessment, development and planning for the Gender-Informed Community Engagement Training project in Kenya.

* In close collaboration with the BSTP Program Lead, develops the project’s operating plan and designates appropriate resources required to support program goals and objectives.

* Works closely with the BSTP team to design project assessments, curriculum, and training for the Kenyan Anti-Terrorism Police Unit and Border Police Unit.

* Travels frequently to Kenya to implement project assessment activities and deliver in-country trainings for the Anti-Terrorism Police Unit and Kenyan Border Police Unit.

* In close collaboration with the BSTP team’s curriculum developers, leads ongoing and iterative curriculum development and materials redesign and standardization for the Gender-Informed Community Engagement Training project.

* Manages the day-to-day and planning operations of the Gender-Informed Community Engagement Training project.

* In close collaboration with the BSTP team, develops after-action reports and project progress reports.

* Stays up to date on new research and programs as they relate to gender and peacebuilding.

* Supports the development of concept notes and/or proposals for potential inter-agency agreements to support the project.

Financial Management:

* In close collaboration with the BSTP Program Lead and Finance Program Manager, manages the project budget and ensures activities are implemented within project timelines and in a manner that meets program standards and objectives.

Internal/External Communication:

* Builds relationships and partnerships across centers at USIP.

* Cultivates contacts with other organizations working on gender-informed training in the peacebuilding field.

* Attends and participates in various conferences, events, and other programs to speak on behalf of USIP on a specific subject matter area of expertise.

Performs other duties as assigned.

QUALIFICATIONS

* Master’s degree in international relations or related field preferred, or equivalent combination of education and experience required.

* Four (4) or more years of experience related to the field of peacebuilding, including gender and peacebuilding, women’s empowerment, and/or preventing sexual and gender-based violence required.

* Deep knowledge of trends and relevant international and national policies related to gender and peacebuilding.

* Experience designing and facilitating gender-informed trainings to security actors

* Experience working in the African context a plus.

* Excellent research, writing, and analytical skills.

* Strong networking skills and capabilities.

* Must have proven ability to lead and motivate others, and to work as a team player.

* Must have excellent interpersonal skills.

* Strong organizational style and ability to work both independently and collaboratively.

* Knowledge of project coordination, communication, and management.

* Program and financial management proficiency.

* Knowledge of the peacebuilding field.

* Knowledge of security sector capacity strengthening.
