SUMMARY
USIP seeks a person to serve as a Senior Program Officer with the South Asia programs with primary responsibility on Pakistan Programs. This position reports to the Associate Vice President for the Asia Center, based at our Washington DC headquarters office. The position entails both program oversight and implementation functions.
MAJOR DUTIES AND RESPONSIBILITIES
Program Management
- Work with the South Asia team to identify strategic and innovative programming opportunities for USIP that are aligned with USIP's Asia program strategy; help design program interventions; directly implement and manage some programs while providing oversight over the implementation of others; help lead efforts to strengthen monitoring and evaluation of programs, including offering technical support on project design and evaluation tools; help document program learning; and be available to travel to the region, including for extended periods, to visit and support programs;
Research and Analysis
- Help identify research priorities; help manage and/or support research conducted by others (including fellows); oversee IRB reviews if necessary; review, comment on and help edit publications of other authors;; write USIP learning reports based on program or partner research and write policy-oriented publications; and disseminate research findings.
Communications and Representation
- Help represent USIP's Pakistan/South Asia program at internal and external events and disseminate information about USIP's programs and research findings.
Fundraising & Donor Liaison
- Lead efforts and/or assist the Associate Vice President and Vice President in identifying new funding opportunities, meeting with potential donors, and drafting project concept notes and proposals.
QUALIFICATIONS
Applicants must be U.S. citizens or nationals of countries listed in a U.S. Collective Defense Arrangement per the Department of State. To see a list of those countries, go to http://www.state.gov/s/l/treaty/collectivedefense/index.htm. In addition, the successful candidate will have the following skills:
MA (PhD preferred) or equivalent experience in social sciences, humanities, international relations/conflict management; or program management and design required.
A minimum of eight (8) years of experience (or 6 years of experience with a PhD) in at least two of the following areas: international development, peacebuilding/conflict resolution, democracy and governance, international law, human rights, contract/grant management, and monitoring and evaluation required.
A minimum of three years of management and supervisory experience, including of field programs and field staff;
Relevant grant management experience, including drafting and negotiating proposals and writing reports for USG agencies such as USAID, INL, DRL, etc.
Relevant project design, monitoring and evaluation, and learning experience;
Demonstrated analytical expertise on South Asia, specifically Pakistan, and a minimum of three years experience working in and/or on South Asia.
Excellent representation and communication skills (oral and written), including cross-cultural skills, media skills, and the ability to deal with counterparts on both the lowest and highest political, social and economic levels;
Fluency in English is required and in other languages spoken in South Asia highly desirable (applicants with language abilities should indicate their fluency levels).
Ability to travel to Pakistan for extended periods.
