JOB BRIEF

The Program Officer (PO) contributes to the mission of the Office of Strategic Stability and Security and reports to the Russia Director. The PO provides design and implementation direction to various projects and activities aligned with the mission. The PO establishes and sustains relationships with key actors, including national/government stakeholders and in-country partners. The PO leads and/or participates in drafting of periodic reports, conducts research, and supports budget and contract management activities.

TARGET SALARY RANGE

Grade 13 - $102,000 - $106,000

The Institute uses the General Schedule salary tables for administering compensation. Offers of employment are determined based upon candidate qualifications, related experience, internal equity and amount budgeted for the position.

RESPONSIBILITIES

Project & Team Management:

  • Leads and coordinates implementation of projects, ensuring that they are aligned with established goals and objectives of the program.
  • Management of the program budget is operating within established parameters.
  • Builds and manages a support network, leading a team of staff while supporting the implementation of various, complex projects. PO is responsible for meeting project goals and objectives and develops and presents on the status of projects.

Reporting & Research:

  • Researches and writes both scholarly and policy-oriented reports and articles for USIP publication.
  • Collaborates with other USIP offices and individual colleagues on joint research and writing projects***.***
  • Represents various projects and manages communications at internal and external meetings and events.
  • Supervises the drafting of project materials, communications and other project-related documents.
  • Manages relationships with key external partners regarding research and projects coordination and execution.
  • Participates as appropriate in the planning and development of meetings organized by other Institute departments, recommending issues and participants.
  • Attends and participates in various conferences, events, and other programs to speak on behalf of USIP on specific subject matter area of expertise.

Resource & Budget Management:

  • Provides guidance to the Program Specialist and other colleagues to draft project concept notes, proposals, and next steps for project development.
  • Collaborates with colleagues to ensure policies and procedures are followed, and that all aspects of resource management are performed, and financial reports are submitted in a timely manner.
  • Manages projects from conceptualization through implementation.
  • Manages budget discipline and timely implementation of projects and activities.
  • Pursues funding partnership opportunities for project initiatives.
  • Manages the financial data from software systems to provide program leadership with the status of the program financials or other items. Develops recommendations on any actions that may be required to ensure the program has the resources necessary to meet its goals and objectives.

Thematic Expertise:

  • Maintains up-to-date and relevant understanding of key developments in Russia, Ukraine, and other relevant conflict zones.
  • Contribute to USIP’s understanding of peace processes, arms control, and non-proliferation.
  • Support and leads efforts to represent the projects and the programs in internal and external events and meetings, including the dissemination of research and policy-relevant findings.
  • Builds strategic partnerships and cultivates contacts with subject matter experts and a wide variety of external organizations to leverage resources and combine efforts to promote USIP program initiatives and goals.

Performs other duties as assigned.

QUALIFICATIONS

  • Master’s degree in international relations with an emphasis on Russian studies, and/or conflict management or other relevant field required.
  • Minimum of five years of relevant professional experience required.
  • Demonstrated knowledge and understanding of Russian political, social, and economic issues and dynamics, especially in conflict zones (such as Ukraine, Libya, Syria, Central Africa Republic, Venezuela, and other USIP-priority countries) preferred.
  • Prior experience working in conflict-zone areas is preferred.
  • Knowledge and experience in arms control and nonproliferation concepts and treaties is desired.
  • Strong project-management skills and experience managing multiple, complex projects.
  • A minimum of three years of management and supervisory experience desired.
  • Strategic ability to effectively develop, communicate, and execute plans.
  • Ability to design and manage budgets.
  • Excellent writing and oral communication skills, as well as cross-cultural skills, interpersonal skills, media skills, and the ability to deal with counterparts of every political, social, and economic level.
  • Professional fluency in English language is required. Ability to read and speak Russian and/or Ukrainian is strongly desired. Facility in other relevant regional languages is desired.
  • Excellent representation and communication skills (oral and written), including cross-cultural skills, media skills, and the ability to deal with counterparts at all political, social and economic levels;
  • Domestic and International travel is required.

Compensation is commensurate with qualifications and experience.
