JOB BRIEF

The Project Specialist (PS) will provide program and logistical support to USIP programs in Iraq. The PS will support the implementation of the Tribal Reconciliation and Rule of Law Support in Anbar and Basra project.

The duty station of the Project Specialist is Baghdad with some travel to Anbar, Basra, and Erbil as need. S/he will report to the Program Officer. This position is open for applicants of Iraqi Nationality or applicants already residing in Iraq/KRI.

PROJECT BRIEF

The Tribal Reconciliation and Rule of Law Support in Anbar and Basra project aims at understanding and addressing some of the existing conflict among tribes and between tribes and the State. It also seeks to understand customary tribal law and work with tribal representatives to ensure it is in line with international standards. This project uses community-based dialogue as a tool for conflict prevention and resolution. It also has a capacity building component on issues related to peacebuilding in Iraq.

RESPONSIBILITIES

Duties include, but are not limited to:

  • Manages, under the PO guidance, the day-to-day work and planning related to the assigned project as well as the partners’ technical support portfolio;
  • An excellent team player, with a large network among the target communities.
  • Monitors progress on the projects’ activities and reports on them on a regular basis;
  • Provide support and consultation for project planning and track local dynamics to ensure project is effectively implemented and responding to local developments;
  • Assist the PO in budget-tracking;
  • Under direction of the PO, coordinates, attends and sometimes leads meetings with the key external partners regarding projects coordination and execution; This includes attending and sometimes leading planning meetings with Sanad and other stakeholders;
  • Provides research and monitors political developments as requested;
  • Monitors media and provides reports relevant to project as needed;
  • Provides programmatic support to other USIP projects as directed by the PO;
  • Attends meetings related to the project portfolio as required;
  • Travels to Anbar, Basra, and Erbil as needed and when security environment permits;
  • Fulfills other duties as required.

QUALIFICATIONS

  • Masters degree in international relations or related field or equivalent experience desired.
  • A minimum of 4 years of relevant professional experience required.
  • Demonstrated experience with Iraq.
  • Technical expertise relevant to the region such as tribal dynamics and tribal customary law, stabilization, resilience, reconciliation, and capacity-building;
  • Technical expertise in dialogue or mediation work in the peacebuilding field desired;
  • Strong research and analytical skills;
  • Excellent writing and communications skills, as well as cross-cultural skills, and the ability to deal with counterparts on every political, social and economic level;
  • Relevant knowledge of project processes -including management-, and familiarity with USIP programs in the Middle East;
  • Familiarity with drafting proposals and writing reports;
  • Professional fluency in English language is required. Good knowledge of the Arabic language is a prerequisite.
