JOB BRIEF

The Program Manager will be responsible for program planning, oversight and reporting of USIP’s Police Dialogue Program. Through a series of dialogues and skills-building workshops on democratic policing of elections and community engagement, the current phase of the program aims to strengthen the capacity of security actors in Burma to prevent electoral violence. Please note that due to uncertainty regarding travel and operations as a result of COVID-19 in Burma, it is possible that scope of activities may need to shift. The Program Manager will help adapt project activities and deliverables in order to ensure that the program is able to meet the overall objectives in these unique circumstances. Over the long term, the program aims to contribute to community security through building space for dialogue between civil society, community representatives, and state and non-state security authorities. The Program Manager will provide program oversight and lead collection and analysis of program impact and ensure that program learning is captured in such a way to inform program adaptation. The Program Manager will report to USIP’s Country Director and will work closely with the rest of the Yangon based team as well as the Burma team in USIP headquarters in DC. The Program Manager will also support other team members in their effort to build effective relationships with program partners, including security actors, government officials and civil society organizations.

RESPONSIBILITIES

  • Oversee the management of the Democratic Police Dialogue Program;
  • Manage and support all members of Democratic Police Dialogue program team;
  • Manage program planning and strategy, implementation and problem-solving;
  • Convene and lead team program meetings;
  • Ensure the timely delivery of program results;
  • Provide update reports to the Country Director and Deputy Country Director;
  • Facilitate the hiring of all consultants;
  • Build relationships with relevant civil society partners at the local level;
  • Manage the delivery of activities at local sites and relationships with local partner organizations;
  • Prepare occasional analytical reports for USIP or external stakeholders relevant to the program;
  • Engage with USIP’s headquarters staff in DC as needed;
  • Draft quarterly and final reports that capture program impact and learning.

Performs other duties as assigned.

QUALIFICATIONS

  • Degree in security studies, law, politics, peacebuilding, conflict resolution or other relevant discipline.
  • Five (5) or more years of relevant work experience at project coordinator or project manager level, preferably in the non-profit sector in Burma.
  • Experience in project coordination including liaison with partners.
  • Experience coordinating with officials in government at Union and State level and local level civil society organizations.
  • Demonstrated understanding of conflict-sensitivity, gender-sensitivity and do-no-harm principles.
  • Fluency in English and Burmese, especially strong writing skills, required.
  • Strong report writing skills required.
  • Strong interpersonal and teamwork skills.
  • Experience working with international consultants highly desirable.
  • Experience working with results frameworks and data collection highly desirable.
