JOB BRIEF

The Program Assistant, Overseas Safety and Security supports the Overseas Safety and Security Team to identify threats to the safety and security of USIP staff overseas, provide the education and training of staff working in conflict zones, approve travel to danger zones, and monitor the safety and security of staff overseas. This position reports to the Director of Overseas Safety and Security (DOSS) and works closely with USIP’s overseas offices, programs and support elements.

TARGET SALARY RANGE

Grade 07 - $48,000 - $50,000

The Institute uses the General Schedule salary tables for administering compensation. Offers of employment are determined based upon candidate qualifications, related experience, internal equity and amount budgeted for the position.

RESPONSIBILITIES
* Assists the OSS team in monitoring key global conflicts and overseas safety trends with implications for USIP travelers and expatriates.
* Reviews online news, reports, and other sources for overseas safety related incidents and information relevant to country backgrounds.
* Prepares internal updates relating to travel safety issues.
* Actively engages with counterpart staff in other organizations and institutions for information and insight for the purpose of enhancing the quality of USIP’s safety protocol for international travel and overseas operations.
* Maintains records of safety evaluations of USIP overseas offices.
* Consolidates and retains pertinent information on overseas travel, e.g., hotels, guest houses, security companies, traveler reports, etc.
* Maintains and updates OSS information database and risk register regarding safety factors/dynamics for overseas offices and travel destinations.
* Coordinates and schedules regular and ad hoc OSS meetings.
* Prepares, disseminates, and maintains minutes of the OSS meetings.
* Assists in maintaining records on USIP staff training and schedules initial and refresher safety and security training for USIP staff and contractors.
* Maintains a list of approved sources of overseas security training providers.
* Coordinates duty officer rotations and in-coming briefings and serves as relief duty officer in the event a scheduled DO is unable to perform.
* Serves on the Crisis Management Team.

Performs other duties as assigned.

QUALIFICATIONS
* Bachelor’s Degree or equivalent from an accredited college or university with preferred study in political science, international relations or related areas.
* Minimum of one year relevant work experience required (or a Master's degree of relevant experience is a plus).
* Knowledge of organizational security standards and practices for public facilities and familiarity with security practices for high threat environments desirable.
* First Aid Instructor, EMT, Wilderness First Aid qualification, or other equivalent medical certification highly desirable.
* Knowledge of global geography and country-specific characteristics relevant to safety and security.
* Capacity to rapidly analyze emerging on-the-ground scenarios from a lens of security and risk management to make assessments on traveler security.
* Excellent online research skills.
* Skills in written analysis and report preparation.
* Familiarity with MS Office applications.
* Experience studying, working or traveling in designated conflict zones.
* Fluency in written and verbal English.
* Proficiency in one or more foreign languages a plus.

Compensation is commensurate with qualifications and experience.
