JOB BRIEF

The budget analyst is responsible for supporting the budget and accounting teams in matters related to organizational budget execution, interagency financial operations, and systems support. The incumbent must have strong technical, analytic, and organizational skills. The individual must have the capability to operationalize concepts, communicate effectively, and execute in a systematic, timely and efficient way. An appreciation for and dedication to customer service is critical.

Compensation is commensurate with qualifications and experience.

RESPONSIBILITIES

Coordinates and prepares financial and management reports:

  • Serve as the main point of contact for reporting related needs for the Institute
  • Create and distribute financial and management reports, including interagency agreement financial reports
  • Query relevant data from different databases and convey results as necessary
  • Assist with the management of financial management systems

Conducts day-to-day financial and management activities, including:

  • Reviewing budgets, obligations, and expenditures
  • Making budgetary changes such as fund transfers, allocation of funds to projects and activities and creation of budgets and accounting lines as needed
  • Performing progressively complex administrative and analytical duties connected with the formulation, justification, presentation, execution, accountability, and review of the Institute’s budgets and finances
  • Conducting budget and spending analysis as requested

Facilitates the development and execution of interagency agreements by:

  • Tracking all agreements from development through closeout
  • Notifying Institute key personnel of new agreements in effect and coordinating set up of new agreements in financial management systems
  • Liaising between finance and program teams as necessary to ensure proper development and execution of agreements throughout their life cycle

Performs other duties as assigned.

QUALIFICATIONS

  • A Bachelor’s degree in business, finance, accounting, public administration, or management related field required
  • A Master in Public Administration or related field is a plus
  • A minimum of 2+ years of professional experience in a related field or any combination of education and experience is required
  • Knowledge of federal government budgeting and financial management principles
  • Ability to research, analyze, and evaluate allocations and expenditures
  • Experience in use of financial or accounting information systems and tools, including databases and spreadsheet applications (e.g., Momentum, QuickBooks, QuickBase, and Microsoft Excel)
  • Effective at providing timely, concise, audience-appropriate information orally and in writing
  • Strong collaboration and team-building skills with a track record of building strong, enduring relationships with staff and customers
  • Able to maximize time to produce timely, high-quality results
  • Skilled and committed to meeting expectations of internal and external customers
  • Experience supporting international financial operations desired
