JOB BRIEF
The Senior Expert position will serve as program lead on promoting and enhancing dialogue as a predominant peacebuilding method for the Inclusive Peace Processes Team, which is located in USIP’s Center for Applied Conflict Transformation. The Senior Expert will oversee USIP’s thought leadership on dialogue as well as develop practice, particularly to support transformation in peace processes globally. This position will provide strategic guidance and practice-oriented training, and serve as a comparative analyst on issues related to dialogues including political dialogues and consultations, intercultural dialogues, national dialogues, track II dialogue, among others.

The Inclusive Peace Processes team provides support to a range of internal and external stakeholders working at various stages of peace processes. The team provides capacity-building support as well as technical expertise on issues related to peace processes such as power-sharing, ceasefires, and mediation support. The Senior Expert will report to the Director, Inclusive Peace Processes and Reconciliation. This position will be a Full-Time position, however we are open to include candidates that are available to work Part-Time as well.

TARGET SALARY RANGE
Grade 14 - $121,000 – $125,000

The Institute uses the General Schedule salary tables for administering compensation. Offers of employment are determined based upon candidate qualifications, related experience, internal equity and amount budgeted for the position.

RESPONSIBILITIES
• Serves as a primary adviser for USIP efforts on dialogue processes within peace processes and peacebuilding more broadly.
• Spearheads the creation of, or improves and adapts effective, innovative approaches and best practices related to dialogue processes such as effective practices in Track II dialogue, ripe conditions for national dialogues, and other types of political dialogue.
• Advises on designing dialogue processes by applying the latest academic, field, and evaluative research, as well as field-based experience. This includes providing support to USIP country teams or external actors on best practices or comparative analysis on various dialogue processes.
• Collaborates and ensures coherence across the institute on work being carried out on dialogue processes with country teams, specifically but not limited to national, religious, political, and community dialogues linked to their respective peace processes.
• Plays a lead role in development and planning for projects that include dialogue components (e.g., developing project’s strategic plan, goals, objectives, and operating plan; designating appropriate resources required to support project goals and objectives, etc.).
• Works closely with the senior experts on mediation and negotiation respectively to develop clarity across USIP in effective use of these peacebuilding measures and develop means to incorporate continuous learning regarding these measures with USIP country teams.
• Demonstrates USIP’s thought leadership on dialogue processes by participating in various conferences, events, briefings to government officials, and other programs to speak on behalf of USIP.
• Builds strategic partnerships and cultivates contacts with subject matter experts and a wide variety of external organizations to leverage resources and combine efforts to promote USIP program initiatives and goals.
• Strengthens training content, particularly for US government officials and officials in regional organizations and the United Nations, with a strong focus on dialogue support.
• Travel overseas will be required.

QUALIFICATIONS
• Masters, PhD or JD in international relations, conflict management or a related field.
• A minimum of eight (8) years related work experience, including experience with U.S. government policymaking is preferred.
• Extensive field experience is required, including dialogue experience in an international conflict-affected context.
• Experience working in or closely with a government department or international non-governmental organization strongly preferred, including engaging practitioners, policymakers and civil society members on international and conflict-related issues.
• Education and training experience preferred, preferably education and training related to conflict management skills.
• Research and scholarship related to dialogue (as well as negotiation and mediation) preferred.
• Strong familiarity with current research on dialogue as part of inclusive peace processes preferred.
• Experience overseeing and coordinating field work and research.
• In-depth knowledge of and experience in developing monitoring and evaluation tools.
• The ability to train in either Arabic, French, Spanish, or Russian strongly preferred.
• Ability to write funding proposals and after-action reports.
• Excellent writing and oral communication skills.
• Excellent administrative skills are required as are strong qualities in working with teams.

All USIP contract and employee positions are contingent upon the favorable completion of a suitability background investigation.

Compensation is commensurate with qualifications and experience.
