Program Description:
Health Services Delivery (HSD) Activity - Burkina Faso will contribute directly to the overarching goals of RISE II by improving access to quality health services and strengthening ownership and management of health services by communities, in partnership with citizens, local government, and service providers. HSD seeks to build off of the successes of RISE I and incorporate key lessons learned to achieve greater impacts on health, family planning and nutrition outcomes and enhance the sustainability of institutions and interventions both at national and peripheral levels.

Technical Director/DCOP:
The Technical Director will be responsible for the technical quality in the implementation of the four HSD-Burkina Faso objectives. S/he should be an expert in public health and have strong project management skills, staff supervision skills, and prior experience working with staff and stakeholders across multiple countries. The Technical Director/DCOP should be a strong manager and will be expected to act as the COP, during the COP’s absence.

This position is based in Ouagadougou, Burkina Faso and is contingent on funding; this position is subject to USAID approvals.

Minimal Requirements

Minimum Qualifications:
* Master’s degree or higher required in public health, social sciences, Nursing, Midwifery or other relevant health or development field from an accredited university/college is required.
* At least 12 years of experience in public health with focus on service delivery, resilience, nutrition and/or health systems strengthening.
* Proven expertise in effective adolescent/youth FP programming; and knowledge of gender behaviors related to FP.
* Experience with quality improvement, capacity building, policy, cross-sectoral programming, social behavior change (SBC), and/or community engagement strongly preferred.
* Demonstrated experience coordinating with stakeholders from government, local NGOs and other implementing partners.
* Strong experience with direct supervision and working with teams and staff from multicultural backgrounds is required.
* Prior experience in Francophone West Africa is strongly preferred.
* Experience in developing program work-plans, budgets, managing implementation, staff and short-term technical assistance.
* Demonstrated ability to lead a project team and achieve results.
* Excellent representational and communication skills, written and oral proficiency in English and French.

Responsibilities:

Strategic Technical Leadership
* Leads the technical design and implementation of project strategies, create a realistic and donor-repsonsive timeline, and continuously evaluate project progress towards achieving organizational strategic goals.
* Be fully conversent on best practicies globally to develop and adapt to the Burkina Faso setting.
* Provide technical leadership to project staff and partners in support of project objectives.
* Collaborate with Pathfinder’s home office and all partners to ensure programming aligns with agency mission and vision and that project best practices and lessons learned are shared for agency-wide dissemination
* Utilize a participatory approach to developing and updating the project strategic plan, ensuring programmatic directions are technically-sound, evidence-based, and consistent with international standards.
* Provide technical assistance and capacity building to local partners in support of sustainable impact

Program Managment
* Assist the Chief of Party (COP) in the successful programmatic and technical implementation of the project including the timely completion of high-quality work plans, accurate reports, and other mandated deliverables.
* Assist the COP in monitoring project progress vis-a-vis expected objectives, utilizing tools and methods developed by Pathfinder, and ensuring effective usage of resources and compliance with donor requirements.
* Oversee subgrantees/subcontractors ensuring quality implementation of programming and achievement of agreed upon objectives and targets in accordance with established schedules and timelines.
* Document technical components of materials and project achevements for communications materials such as annual reports, brochures, and website updates.
* Identify, select, manage performance of, and mentor project staff ensuring professional and capacity building; facilitate necessary international technical assistance to promote project goals and objectives.
* Support other country programs, provide technical assistance, and foster cross-country collaboration.

Organizational Representation and Collaboration
* Assist the COP in addressing technical and programmatic issues related to the project.
* Liaise with donors, partners, host government agencies, and other key stakeholders to share progress, accomplishments, and challenges to ensure dissemination and incorporation of best practices.
* Cultivate strong relations with Pathfinder’s home office to achieve organizational goals and provide periodic updates to staff worldwide on the progress, challenges, successes, and lessons learned in managing the project.
* Serve as COP, assuming overall field responsibility for project, in absence of the COP, as necessary.
