JOB BRIEF

The Police Liaison will play a key role in the implementation of USIP’s Police Dialogue Program, which aims to strengthen the capacity of security actors in Burma to prevent electoral violence and promote democratic policing norms. Through a series of dialogues and skills-building workshops, the program will build knowledge and skills in democratic policing of elections and community engagement. The Police Liaison will work full-time and will report to the Program Manager and will also work in close coordination and consultation with the USIP Burma program team:. The Police Liaison will be USIP’s primary point of contact with key security actors from the Union and State/Region-level Myanmar Police Force (MPF), the General Administration Division (GAD) and the Union Election Commission (UEC), among other actors.

RESPONSIBILITIES

* Build and maintain working relationships with key election security officials, including MPF, GAD and UEC, at the Union and State level.

* Facilitate dialogues involving the MPF and other election security officials at different levels.

* With the support of USIP’s logistics and administration staff, manage logistics of dialogues and workshops that involve security actors.

* Lead relationship-building efforts with police and township administrations at the local level and help link civil society organizations with security officials at the local level.

* Conduct on-going analysis of the MPF and other organizations involved in election security.

* Participate in program learning exercises and contribute to program monitoring and adaptation.

* Develop and update a database of MPF contacts.

* Draft USIP letters and documents in Burmese for MPF audiences.

* Draft reports of police dialogue events in English and Burmese.

* Support the design and management of international learning exchanges in other countries.

Performs other duties as assigned.

QUALIFICATIONS

* Degree in security studies, administration, law, politics or other relevant discipline.

* Three (3) or more years of relevant work experience, preferably in the non-profit sector in Burma.

* Demonstrated experience working with government officials at Union and State level.

* Strong problem-solving, interpersonal, and teamwork skills.

* Experience in project-level liaison with partners.

* Fluency in English and Burmese, especially strong writing skills, required.

Desirable Qualifications

* Experience working on projects at both Union level and in States/Regions.

* Experience working with the MPF highly desirable.

* Experience of working with international consultants highly desirable.

* Experience organizing international learning exchanges highly desirable.

* Experience in drafting reports of workshops.

* Experience working with results frameworks and data collection highly desirable.

* This is a Fixed-Time Term Personal Services Contractor position.

* Compensation is commensurate with qualifications and experience and with USIP pay scale.

All USIP contract and employee positions are contingent upon the favorable completion of a suitability background investigation.
