JOB BRIEF

The United States Institute of Peace (USIP) seeks a Program Officer (Based in Kabul, Afghanistan) to support its peace process program activities. USIP’s peace process program is focused on policy analysis, research, dialogues, civil society, community engagement, training, public debate and other programmatic activities. USIP also strengthens governance and rule of law, and builds understanding of and capacity in peaceful transformation of conflict at the individuals, communities and institutions. USIP inform United States, Afghan and international policy and practice about ways to reduce violent conflict in Afghanistan.

This position reports to the Peace Process Program Manager (PM) based at USIP’s Kabul Office (KBO) and will work closely with other members of the KBO team, as well as other staff based in USIP’s headquarters.

This is a Personal Services Contractor position.

RESPONSIBILITIES

• Travel frequently to communities to conduct needs assessments and identify potential peace-related activities in response.
• Assist in the development, filing and cataloguing of program documents i.e. work-plans, contracts, meeting minutes and program reporting.
• Expertly coordinate with a wide range of stakeholders for arranging meetings / consultative sessions as and when required.
• Assist in development of project partners work-plans and follow up on the effective implementation of the same with the relevant project partner through phone/skype calls and site visits.
• Guide and monitor local implementing partners.
• Support the PM in designing activities and developing workplan for implementation of designed activities including identifying project beneficiaries and support the PM in establishing selection criteria for identification.
• Support the PM in drafting Request for Proposals (RFPs) for identification of implementing partners.
• Design M&E plans and conduct regular visits to the field to monitor activities.
• Draft weekly, monthly and quarterly reports for an internal USIP audience as well as an external audience.
• Other tasks as assigned.

QUALIFICATIONS

• Must be an Afghan national.
• A BA or equivalent experience, in social sciences, humanities, conflict management, or international relations.
• A minimum of 4 years of experience implementing various projects across provinces in Afghanistan on peacebuilding and experience in at least two of the following areas is beneficial: international development, peace building/conflict resolution, democracy and governance or international law.
• Demonstrated experience working with civil society organizations to develop and manage joint activities.
• Excellent representation and communication skills (oral and written), including cross-cultural skills and the ability to deal with a wide range of stakeholders.
• In addition to excellent Pashtu and Dari skills, strong verbal and written English fluency is required.
• Demonstrated experience working with different cross-sections of Afghan society; a diversity of ethnic and societal groups.

This position is subject to the availability of funds. Salary is commensurate with experience. Immediate or very near-term availability will be an important factor in candidate selection.
