JOB BRIEF

The Program Officer for Nonviolent Action (NVA) leads the development and planning, financial management, and public outreach for USIP applied research projects focused on civil resistance, social movements, and external support to nonviolent movements; oversees efforts to bridge the academic-policy divide on NVA topics; and supports monitoring and evaluation efforts associated with base and IAA-funded NVA trainings. This position reports to the director of the Nonviolent Action program within ACT.

TARGET SALARY RANGE

Grade 13, $99k - $102k

The Institute uses the General Schedule salary tables for administering compensation. Offers of employment are determined based upon candidate qualifications, related experience, internal equity and amount budgeted for the position.

RESPONSIBILITIES

Development and Planning:

  • Takes the lead role in development and planning research on the roles played by nonviolent movements in advancing peace, good governance and democracy
  • Manages a portfolio of USIP activities related to research initiative (e.g., leads a team of staff working on the implementation of the research project, is responsible for meeting project goals and objectives, develops and presents on the status project goals and objectives, etc.).
  • Supports the development and implementation of M&E and impact evaluations for multi-country IAA and base-funded training program using the Synergizing Nonviolent Action and Peacebuilding (SNAP) training guide and curriculum.
  • Serves as a senior expert on nonviolent movements, conflict transformation, and public/private donor support for civil society (e.g., conducts research; presents at conferences and workshops; develops publications).

Financial Management:

  • Manages the program budget to ensure that the program is operating within its budget limitations in order to meet its goals and objectives.
  • Liaises with donors on financial management reports.
  • Pursues external funding for project initiatives.

Public Outreach:

  • Builds strategic partnerships and cultivates contacts with subject matter experts and a wide variety of external organizations to leverage resources and combine efforts to promote USIP Nonviolent Action program initiatives and goals.
  • Attends and participates in various conferences, events, and other programs to speak on behalf of USIP on NVA and related topics.
  • Takes lead role in responding to the public or media regarding specific program area.
  • Provides regular briefings to governmental or other organizations on key subject matter areas.

Performs other duties as assigned.

QUALIFICATIONS

  • MA (or PhD) in international relations or related field required.
  • Five (5) years of related experience required.
  • Knowledge of the fields of civil resistance, nonviolent movements, and donor practices (governmental, non-governmental) vis-à-vis civil society.
  • Extensive knowledge of research methodology and design, including participatory action research.
  • Superb research and writing skills, including an ability to translate field research into options for policymakers and practitioners.
  • Ability to communicate effectively with local activists and research partners, donors and policymakers.
  • Willing to engage in overseas travel.

Compensation is commensurate with qualifications and experience.
