JOB BRIEF
The Program Coordinator, based in Baghdad, under the direct supervision of the Iraq country manager, leads the overall execution and supervision of all USIP programs in Iraq outlined in the duties and responsibilities listed below. The incumbent will also perform other duties as assigned. This position reports to the Iraq Country Manager.
This is a Fixed-Time Term Personal Services Contractor position.
RESPONSIBILITIES
- Ensure that program teams develop work plans for each project,
- Together with the Country Manager and Program Officer, recommend proper staffing and follow-up on recruitment
- Take the lead, with the active collaboration of the staff and partners involved, for each new project or new phase of project on the organization, coordination of the kick off meetings;
Follow-up with project teams to ensure a timely and effective implementation of all activities.
Oversee the drafting of scopes of work for partners and sub-contractors; Ensure that the closure requirements for each final end of project are met by the PO and project team ;
Participate in regular monitoring visits in the field and oversees the proper monitoring of the program’s impact, assessment of the value of each activity in terms of its contribution to expected outcomes;
Actively participate in and facilitate the field team input to the proposal development and drafting processes;
In collaboration with the project team and the Program Development and Evaluation Officer, ensure an M&E framework (M&E plan, M&E tools, analysis) is in place and properly implemented for every project of the Iraq Program;
Plan and conduct monthly, quarterly and annual Program Review Meetings to assess progress, adjust plans in collaboration with the program team, and the support teams.
Discuss and validate with project leads their proposed changes/adjustments in activities if needed;
In collaboration with the project team and in coordination with the Finance and Admin teams, ensure the correct budget management of all projects or activities and the funds available for them.
In collaboration with the project teams and in coordination with all other departments, oversee the preparation of narrative, statistical and financial reports for donors as required, in a timely manner, as well as concept note and proposal for developing the portfolio;
Provide line management leadership to the program team ensuring they are all supported and guided to manage their projects and teams;
Contribute to the development of a capacity building plan of the program team and ensure its implementation;
Contribute to the development of the overall strategy of the Iraq program;
Performs other duties as assigned.
QUALIFICATIONS
- Masters degree in international relations or related field or equivalent experience required.
- A minimum of 5-7 years of relevant professional experience required.
- Management and supervisory experience
- Demonstrated experience on Iraq. Significant time working in the country or region is preferred.
- Strong research and analytical skills.
- Excellent writing and oral communications skills, as well as cross-cultural skills, media skills, and the ability to deal with counterparts on every political, social and economic level.
- Prior experience of working with and extensive knowledge of USIP, Department of State, and USAID is required.
- Relevant knowledge of Project and Personnel Management and Mentoring processes, and familiarity with USIP programs in the Middle East.
- Familiarity with drafting and negotiating proposals and writing reports for USG agencies such as INL, DRL and USAID.
- Familiarity with conflict and post-conflict environments including stabilization, resilience, reconciliation, and capacity-building approaches.
- Professional fluency in English language is required. Knowledge of Arabic or Kurdish is a plus.
Compensation is commensurate with qualifications and experience.
