JOB BRIEF

The Project Officer will be responsible for supporting USIP’s capacity building and dialogue projects in Libya, including liaising with field staff and local partners. Supports budget and contract management activities. Provides day-to-day administrative support for the program. Handles reporting duties for internal and external stakeholders for these projects and provides support to monitoring and evaluation activities.

This is a Fixed-Time Term Personal Services Contractor position.

RESPONSIBILITIES

  • Represent USIP to local and national government bodies, local and International actors, UN agencies, etc. in Libya;
  • Ensure effective and meaningful coordination with all relevant stakeholders in Libya;
  • Maintain and expand USIP’s network in Libya with stakeholders relevant to current and future programming.
  • Contribute to the Institute’s understanding of Libya-related themes and issues, providing analysis of political and social dynamics in Libya;
  • Contribute to the conceptualization and design of USIP Libya programming;
  • Support travel of USIP staff to Libya;
  • Manage USIP expenditures and disbursements in the field following approval from the Libya Country Manager;
  • Assist in the recruitment of USIP staff and participants in Libya;
  • Draft timely reports and updates for internal and external dissemination;
  • Lead implementation of in-country project activities in line with established goals, objectives, and partnership agreements.
  • Ensure all project activities are implemented within project timelines in a manner that meets project standards and objectives;
  • Ensure the highest level of communication and cooperation with relevant USIP departments/teams;
  • Abide by USIP policies and procedures: security, administration, finance, and operations;
  • Support the Regional Security Coordinator with local security updates, and maintain a high level of security awareness at all times; and
  • Perform other duties as needed.

QUALIFICATIONS

  • You must be a Libyan citizen or residing in Libya to be considered.
  • Bachelor’s degree (Tertiary degree or equivalent experience preferred) or equivalent experience in social sciences, humanities, or international relations/conflict management required.
  • Minimum 4 years of experience in at least 2 of the following areas: contract/grant management, economic development (including private sector development), community development, mediation/ arbitration, conflict resolution, democracy and governance, international law, and/or human rights activities.
  • Ability to write and speak English is required. (Applicants with language ability should indicate their fluency levels).
  • Requires an in-depth knowledge of transitional peace-building and of the region in general. Knowledge of the context, conflict management techniques, experience in contract and grants management, country program operations and project management, and excellent political analysis and reporting skills are important.
  • Experience working with government officials plus local and international civil society groups is critical. Prior experience in program and operations management in Libya in particular, in the wider Middle East and North Africa in general, is preferred.
  • Creativity, excellent communications and analytical skills and the ability to operate with high levels of autonomy and responsibility in a fast-paced and transitional environment.
  • Due to the sensitive nature of the work, the importance of good presentation skills, the ability to maintain morale among staff and partners in a difficult work environment and the need to work closely with a variety of local and international interlocutors will require excellent teambuilding skills, quick judgement, and negotiation skills.
  • Demonstrated ability to operate independently in complex and difficult situations.
  • Ability to manage field staff and field programs in transitional environments.
  • Excellent oral and written communication skills, including the ability to deal with counterparts on both the lowest and highest political, social and economic levels.
  • Familiarity with the U.S. Institute of Peace programs desired.
  • Ability to work independently and as part of a team; proactive attitude; excellent organizational skills; flexibility; strong attention to detail.
  • Familiarity with standard office software, as well as research experience.
  • Strong time management skills with the ability to prioritize work and meet deadlines.

POST CONDITIONS

  • Working hours: Full time (40 hours/week)
  • Location: Sebha, Libya
  • Salary: Compensation is commensurate with qualifications and experience
  • Reporting line: Country Manager - Libya
  • Starting date: ASAP
