JOB BRIEF
The Project Officer, under the supervision of USIP’s National Coordinator in Burkina Faso, will be responsible for the implementation of the objectives and activities under the project Improving performance and trust in the Burkina Faso’s judicial system; this includes ensuring the quality of implementation while maintaining systematic monitoring and evaluation of activities.
The position requires ongoing development of relationships with national decision-makers and stakeholders, networking, consulting, developing national strategies, guiding and supporting justice system partners and stakeholders in validating the project, as well as analysis and support to problem diagnosis, while ensuring two-way communication.
It is a local position in Ouagadougou (orcity to be determined), Burkina Faso. This position reports to the National Coordinator, who is responsible for the overall strategic direction of activities and for strengthening partnerships with relevant stakeholders, training, as well as training and mentoring of national project officers as needed.
The National Coordinator also supervises another Project Officer, who manages a separate USIP initiative in Burkina Faso, the Justice and Security Dialogues.
The Project Officer will also work closely with USIP staff based in Washington DC, as well as those in Mali, Niger, Nigeria, Senegal, and Tunisia.
MAJOR DUTIES & RESPONSIBILITIES
Successfully complete all project activities in a timely and efficient manner: The Project Officer will ensure that all activities and deliverables are completed within the specified time and financial deadlines, meeting the project objectives and in accordance with the principles of complex adaptive systems thinking and “do not harm" principles. He / she will supervise the organization of meetings, trainings and other activities in line with the process’s needs. Specific tasks will include coordination of tasks and roles, implementation of activities, supervision of financial resources, as well as monitoring and evaluation.
Build and maintain strong relationships and two-way communication channels with justice sector partners and stakeholders to ensure their active engagement: In close consultation with the National Coordinator, the Project Officer will continuously develop relationships with relevant institutional and national stakeholders, ensuring that they are consulted, informed and regularly involved, to garner their support and validation of the project. The Project Officer will ensure that partners move forward in the process of analysis and diagnosis, while promoting honest and equitable partnerships.
Contribute to research, systems mapping and partner selection as well as research and diagnosis of the problem identified by the process: The Project Officer will contribute to system mapping, data collection and empirical research on the justice sector to inform the selection of the pilot site and the implementing partner(s). He / she will assist the National Coordinator in developing reports, strategic directions or analysis of social, political and conflict dynamics as required and provide regular and detailed updates on activities to the DC team, as well as briefings to national authorities as needed. He / she will oversee the organization of preparatory or consultative meetings, in-depth interviews, focus groups or surveys, as well as other activities according to the process’s needs.
Mentoring, coaching and capacity building in complex / systemic thinking, facilitation and project management: In close consultation with the National Coordinator and the Washington-based team, the Project Officer will organize preliminary and then in-depth trainings on complex adaptive systems thinking, USIP’s approach to facilitation, and different aspects of program and resource management. He / she will guide implementing partners in developing technical and financial reports at the desired level of quality and timeliness. The Project Officer will support partners and stakeholders in the process of identifying performance challenges as well as mistrust in the justice sector.

QUALIFICATIONS
Bachelor's in a relevant field (international relations, conflict resolution, human rights or international development). Master’s degree preferred.
Two years of professional experience in the fields of rule of law, security sector reform, peacebuilding or a similar field in Burkina Faso.
Previous work with security forces and civil society in Burkina Faso is preferred.
Highly developed interpersonal and general skills, ability to forge alliances, communicate effectively, influence decisions and represent the project in formal contexts.
Proven experience coordinating with government officials and working with local partner organizations.
Strong interest and experience in innovative and adaptive programming, with the ability to engage in strategic thinking, anticipate planning and take initiatives.
Demonstrated skills in project design, implementation as well as monitoring and evaluation.
Proficiency in French, Moore and / or local languages is required. Proficiency in English is preferred.
Experience in supervision and capacity building of others - with support from a distance.
Excellent research and analytical skills, experience in writing reports and guidance documents.
Proven ability to work independently and effectively, with minimal support, and to work well as a team.
Willingness to travel regularly within Burkina Faso, and occasionally to other project sites in the Sahel-Maghreb region, as needed.

Programme de Dialogues sur la Justice et la Sécurité Dans le Sahel-Maghreb Chargé du Projet DJS à Niamey, Niger
Résumé
Dans le cadre du programme des Dialogues sur la Justice et la Sécurité de l’USIP, le Chargé du Projet DJS pour le Niger, en consultation avec le Responsable Pays du DJS et le Coordinateur Régional de Programme, est responsable de surveiller, soutenir et assurer la qualité de la mise en œuvre du programme DJS au Niger. C'est un poste local basé à Niamey, au Niger. Le rôle est de soutenir les partenaires d'exécution dans la mise en œuvre directe, en développant continuellement des relations avec les parties prenantes institutionnelles et locales; et mettre en œuvre, surveiller et rendre compte des activités du projet DJS au Niger.
Ce poste rend compte au Responsable Pays du DJS qui sera chargé de l'orientation stratégique globale des activités DJS dans le pays, garantissant la qualité de la mise en œuvre, du suivi et des rapports, le renforcement des partenariats avec les parties prenantes nationales concernées et la formation, le mentorat ainsi que l'encadrement du Chargé de Projet, comme requis. Le poste travaillera également en collaboration avec le Coordinateur Régional du Programme DJS et les collègues de l'USIP au siège.
Principales fonctions et responsabilités
- Soutien en cas de besoin, en étroite collaboration avec le partenaire d'exécution, à la mise en œuvre des activités du DJS à Niamey, au Niger.
- Travailler avec les partenaires d'exécution pour s'assurer que les activités sont mises en œuvre dans les délais;
- Coordonner l'organisation de réunions opérationnelles, de dialogues, de formations dans le pays et d'autres activités au besoin de l'équipe DJS;
- En étroite consultation avec le Responsable Pays, encadrer et accompagner le partenaire de mise en œuvre du dialogue le long du programme DJS au Niger;
- Examiner tous les rapports techniques et financiers des partenaires de mise en œuvre, fournir des conseils au besoin et assurer la liaison avec le Responsable Pays, afin de garantir la soumission en temps voulu de tous les documents requis;
- Observer et soutenir les activités du projet et cultiver des relations à travers le Niger;
- En étroite consultation avec le Responsable Pays, développer en permanence des relations avec les parties prenantes institutionnelles et nationales;
- Fournir régulièrement des mises à jour détaillées sur les activités du DJS au Responsable Pays, au Coordinateur Régional et à l'équipe de Washington D.C.;
- Effectuer la cartographie des systèmes, la collecte de données et la recherche empirique qui soutient le processus DJS et peut alimenter les publications et la discussion sur les politiques au niveau national;
- Soutenir le Responsable Pays et le Coordinateur Régional dans l'élaboration de rapports, d'orientations politiques ou d'analyses politiques au besoin;
- Coordonner avec ses coéquipiers et soutenir le réseau régional DJS au besoin;
- Être disponible pour voyager au niveau national ou régional, au besoin.

QUALIFICATIONS
- Diplômé d’un domaine pertinent (relations internationales, résolution de conflits, droits de la personne ou développement) ou expérience équivalente. Une maîtrise est un atout.
- 2 ans d'expérience professionnelle dans un rôle similaire, en matière d'état de droit, de réforme du secteur de la sécurité, de consolidation de la paix, ou dans un domaine similaire au Niger.
- Expérience de travail en étroite collaboration avec les communautés locales, les organisations communautaires et les autorités locales au Niger.
- Compétences interpersonnelles et non techniques très développées, capacité de construire des alliances et de représenter le projet et l'organisation avec professionnalisme.
- Expérience confirmée en gestion de projet, coordination d'événements, surveillance financière et rapports;
- Fort intérêt pour la programmation innovatrice et adaptative;
- Capacités de conception, mise en œuvre et suivi et évaluation des projets démontrées.
- La maîtrise du français et des langues locales nigériennes est requise. Connaissance pratique de l'anglais est un atout.
- Expérience en renforcement de capacités des autres, et savoir mener de l'arrière.
- Aptitude avérée à travailler de manière autonome et efficace, ainsi qu'à bien travailler dans le cadre d'une équipe.
- Volonté de voyager à l'intérieur au Niger et vers d'autres sites du projet dans la région du Sahel-Maghreb, selon les besoins.
- Volonté de travailler des heures insociables en fonction des besoins du projet.
