Global Subaward Specialist

Summary: **Leads Pathfinder’s subaward administration to include the review of subcontracts and grant agreements, implementation, monitoring, modifications, and closeout. Ensures internal approval procedures for subawards are adhered to. Assists in drafting, negotiating and reviewing subaward terms and conditions as well as assist in the development of standard templates for subaward documents and procedures for monitoring compliance. Serves as a resource for country office subaward staff.

Key Job Outcomes:

  1. New Subawards: Drafts new subawards and maintains database of subaward templates.
  2. Subaward Modifications: Prepares modifications and terms and conditions for subawards.
  3. Subaward Budget Reviews: Reviews and negotiates subaward budgets for accuracy and reasonableness and allowability of costs.
  4. Subaward Reporting: Maintains Pathfinder compliance with donor reporting requirements related to subawards.
  5. Manuals and Systems for Subawards: Assists in the development of subaward management manuals and systems for country offices in collaboration with Program & Impact and Finance business units.
  6. Subaward Monitoring: Conducts and reviews pre-award assessments, subaward compliance and conducts annual audit inventory.
  7. Training: Assists in the development and delivery of training for staff on subaward policies and procedures and conducts orientation training for subawardees as needed.
  8. Process Improvement: Works with other business units to identify innovative solutions to processes and procedures and to create solutions to challenges.
  9. Project Management and Participation: Leads, manages or participates in cross functional project teams as needed.

Minimally Required Job-Specific Competencies:

  • Subaward Administration: Foundational knowledge of subaward management processes.
  • Budget: Foundational knowledge of project budgeting as related to subawards.
  • Training and Presentations: Ability to develop, organize and present information to small groups.
  • Systems, Processes and Tools: Ability to identify procedural inefficiencies and make recommendations for improvements to systems and tools.
  • US Government Rules and Regulations: Foundational knowledge of U.S. government rules and regulations.

Minimally Required Organizational Competencies:

  • Software Applications: Foundational knowledge of MS Office products, including MS Word, Excel, Outlook, PowerPoint, and SharePoint.
  • Sexual and Reproductive Health and Rights Services: Foundational knowledge of family planning and reproductive health principles, practices and services, including program strategies and indicators.
  • Passion for Sexual and Reproductive Health Services: Commitment to family planning, reproductive health services, gender, maternal, child health services, and eradication of harmful traditional practices.
  • Languages: Advanced writing and verbal communication skills in the English language; French working proficiency required.
  • *Influencing: A*bility to influence others at all levels within the organization.
  • Organization, Planning and Multi-tasking: Advanced organizational and planning skills, project planning and management skills. Proven ability to set priorities, meet deadlines and multi-task with minimal supervision.

Required Education, Training and Experience:

  • Bachelor’s degree in Business, International Relations, or related field, or a combination of education and experience that yields the required competencies
  • Minimum 2 years’ experience managing a portfolio of subawards for USG-funded awards (grants, subagreements, and subcontracts)
  • Experience working with non-profit non-governmental, for-profit, or multi-lateral donor organizations Prefer: Experience working in a developing country

Other Information:

  • International travel up to 15%
  • Uses cellular and desk phone; laptop or desktop computer
